JOB SUMMARY
This position is located in the Office of the State Superintendent of Education (OSSE) Postsecondary and Career Education. The mission of OSSE as DC's state education agency is to set high standards, build educator, and system capacity to meet those standards, expand educational opportunities for all learners with a focus on those underserved and hold everyone accountable for results. The division of Post-Secondary & Career Education (PCE) leads OSSE's efforts to ensure that all District students have access to quality educational opportunities that will effectively connect them to career pathways regardless of their age or where they start on the educational continuum. Specifically, the division includes the Offices of Career and Technical Education; Industry Engagement; Adult & Family Education; GED Administration; College & Career Readiness; Higher Education Financial Services; and the Higher Education Licensure Commission.
DUTIES AND RESPONSIBILITIES
Serves as the key representative, both in a reporting role to the Assistant Superintendent, as well as with internal and external stakeholders, committees and boards, and the general public. Provides leadership, supervision and accountability to a diverse staff consistent with the agency's obligation to promote best practices that support the OSSE mission of an excellent education for all DC residents. Primarily, the work includes setting and implementing policies and regulations over GED testing, college, and career readiness programming, higher education financing programming, and post-secondary licensing. Ensures policies and programs are developed to meet OSSE's commitment to substantially increasing the number of college and career ready District residents by analyzing division/program policy, operational situations, outcome data and proposing recommended changes.
Provides direction for strategic planning and execution of a complete range of program activities that have impact on higher education throughout OSSE and related District programs. Provides counsel to complex problem-solving efforts particularly regarding merging OSSE goals and objectives with other partner agencies including DC Public Schools (DCPS), Public Charter Schools, the University of District of Columbia (UDC), the Workforce Investment Council (WIC), and the Deputy Mayor of Education (DME). This includes data collection and analysis, program evaluation, and proposal and grant writing for a new initiative complimentary to existing programs.
QUALIFICATIONS AND EDUCATION
Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. Bachelor's degree in a related field preferred.

Combination of education and experience - courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Duration of Appointment: This is an Education Service (ES), Temporary MSS "At-Will" Appointment, Not-to-Exceed 1 year. All positions and appointments in the Education Service serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Promotion Potential: No known promotional potential
Collective Bargaining Unit (Non-Union): This position is not covered under a collecting bargaining agreement.
Position Designation: In accordance with Chapter 4 of the D.C. personnel regulations, Suitability, this position has been deemed Security-Sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit checks, traffic record checks, and drug screenings, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.
