As the state education agency for the District of Columbia, the Office of the State Superintendent of Education (OSSE) is sustaining, accelerating, and deepening the progress being made for DC's 97,000+ students. We work in partnership with 470+ early childhood facilities, 200+ schools, 60+ local education agencies (including DC Public Schools and public charter organizations), and countless community-based organizations. This position is located in the Office of the State Superintendent of Education (OSSE), Office of the Chief of Staff (COS). This position functions as the Deputy Superintendent of Academics and Schools (Deputy Superintendent) and reports directly to the Superintendent. The Deputy Superintendent provides strategic leadership and is responsible for overseeing and coordinating the following divisions in the agency to execute the agency's academic strategy: Health and Wellness; Funding School Quality PK-12; Teaching & Learning; Data, Assessment, and Research; and Postsecondary & Career Education. These five divisions support the following programmatic areas: academic standards, educator preparation and support, student health and wellbeing, federal and local grant administration and monitoring, school improvement, the strategic use of data throughout the sector, and programs related to workforce development and career and technical education. The Deputy Superintendent is the executive champion of agency priorities across these divisions and coordinates with division and agency leadership to ensure organizational coherence on priorities and strategic resource allocation.
Duties and Responsibilities
Maintains broad leadership responsibility for the planning, directing, coordinating, and implementing of divisions of OSSE related to providing a relevant and rigorous academic program across local education agencies and schools in the District of Columbia. Has responsibility for managing and ensuring coordination of the collective efforts of a multidisciplined staff of government managers and/or contractors assigned to OSSE programs, ensuring that work is planned and executed according to applicable policies, procedures, and guidelines. Builds, implements, and manages performance of a comprehensive and integrated portfolio of policies and programs with the goal of strengthening student academic achievement across schools in the District of Columbia for students from pre-kindergarten to college and career.
Approves expenses beyond the purview of subordinate managers on such matters as employee overtime, and employee travel. Represents the State Superintendent within the agency and with agencies and organizations by establishing, developing, and maintaining effective working relationships with other coordinating organizations. Delivers presentations on program status, accomplishments, problems, and program objectives to senior OSSE officials, other government officials, and executives, both internal and external.
Qualifications and Education
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Senior leadership experience within a large public district, charter school management organization, or state agency is highly desired. Teaching and administrative experience in a public school is a plus.
Bachelor's degree and/or master's degree from an accredited institution of higher education and at least ten (10) years of demonstrated experience in education implementing systemic change to improve outcomes for students, with at least one year being equivalent to the lower grade level in the District of Columbia government is preferred.
Must have outstanding verbal and written communication skills; excellent problem-solving, planning, and strategic thinking skills; and model discretion and maturity in handling sensitive matters.

Duration of Appointment: This is a Management Supervisory Service (MSS), "At-Will" Appointment. All positions and appointments in the Management Supervisory Service serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Collective Bargaining Unit (Non-Union): This position is not covered under a collecting bargaining agreement.
Position Designation: In accordance with Chapter 4 of the D.C. personnel regulations, Suitability, this position has been deemed Security-Sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, and drug screenings, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.
Essential Designation: This position has been designated as essential and acceptance of this offer confirms you agree to adhere to the policies in sections 1271 and 1274 of DPM Chapter 12, regarding Essential employees. As an essential employee, you will be required to either report to work, stay at work, or telework (if directed to do so) during a declared emergency or during a period of non-emergency where your duties have been deemed as critical District government functions/operations.
