Description

The City of Richmond Department of Public Utilities is seeking qualified candidates to fill the Program and Operations Supervisor position within Richmond Gas Works. This class will oversee and coordinate the work of multiple Gas Construction Inspectors who are responsible for inspection and project management of the Richmond Gas Works Gas Renewal Program and New Business Program. The incumbent is responsible for ensuring multiple capital improvement projects are completed in accordance with all federal, state, and local regulations on time and on budget while prioritizing safety and efficiency. The incumbent provides first-level supervision to technical staff and is responsible for conducting performance evaluations, coordinating training, and all functions expressly defined in Section 2(2) of the National Labor Relations Act. Incumbents are responsible for ensuring that all City of Richmond and Richmond Gas Works regulations are strictly adhered to. Additionally, this class serves as a subject matter expert for subordinate staff and should have the ability to perform all the duties of the subordinate Gas Construction Inspectors.

Duties include but are not limited to
  • Supervising and coordinating work for a minimum of six (6) Gas Construction Inspectors. Performs duties such as hiring, mentoring, training, and performance management.
  • Ensuring all City of Richmond and Richmond Gas Works procedures are strictly adhered to.
  • Ensuring various Richmond Gas Works contracts are administered in accordance with the contract terms.
  • Resolving disputes between contractors and Gas Construction Inspectors in charge of assigned projects.
  • Reviews and processes project close-out information to verify accuracy and completeness.
  • Plans, oversees, maintains, monitors and updates various program initiatives; provides support where needed.
  • Reports on various aspects of programs via meetings, documents, forms, budgets, and spreadsheets.
  • Communicates and coordinates with staff, other departments, outside agencies, contractors, and others.
  • Other duties as needed.

This position is considered an Essential Personnel, which means that the incumbent is required to work when the City is closed due to public emergencies, critical or hazardous conditions or inclement weather.

This individual may be required to work nights, weekends, holidays, or on-call, as needed.

Qualifications, Special Certifications and Licenses

MINIMUM TRAINING AND EXPERIENCE:

  • Bachelor's degree in business or public administration, or field related to assignment.
  • Four years of journey-level professional experience in area related to assignment.
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.

PREFERRED QUALIFICATIONS:

  • Richmond Gas Works Operator Qualifications
  • VDOT Work Zone Traffic Safety Training
  • City of Richmond - Richmond Gas Works Welding Training
  • Seven (7) years of related work experience
  • Previous supervisory experience

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge:

  • Considerable knowledge of city, state, and federal codes and regulations regarding gas systems/pipelines.
  • Knowledge of proctored computer testing for Operator Qualifications.
  • Knowledge of and ability to perform the Virginia Underground Damage Prevention Act, gas line installation, pigging, pressure testing, purging operations, potential testing, and gas meter installation. Ability to review plan drawings and as-builts for accuracy and constructability. Ability to keep up to date with new safety guidelines, regulations, and standards. Ability to perform all the duties of the subordinate Gas Construction Inspector class. Ability to schedule and process daily pay tickets for contractors. Demonstrated ability to supervise others, multitask, and prioritize responsibilities. Must also have the ability to supervise staff, including conducting performance evaluations and mentoring,

Skills:

  • Must be proficient in ArcGIS mapping as well as the Microsoft Office Suite and other electronic databases.
  • Effective oral and written communication skills.
  • Project management and contract oversight experience
  • Capable of managing natural gas projects, including all financial and operational aspects.
  • Effective in communicating and coordinating with internal and external stakeholders
  • Experienced in interpreting and applying regulatory requirements.

Abilities:

  • Ability to track subordinates' progression towards Operator Qualifications and safety training.
  • Ability to review plan drawings and as-builts for accuracy and constructability.
  • Ability to keep up to date with new safety guidelines, regulations, and standards.

The working conditions may include environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be light work, exerting up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects.
