The City of Richmond, Department of Public Utilities, is seeking a qualified Program and Operations Supervisor, Senior. The Safety Program and Operations Supervisor, Senior is responsible for overseeing the implementation and management of safety programs and operational procedures within the organization. This position ensures a safe and compliant working environment for all employees, contractors, and visitors by coordinating safety initiatives, monitoring performance, and ensuring adherence to regulatory standards. The Safety Program and Operations Supervisor, Senior will also support operational efficiency by working closely with various departments to identify potential risks, streamline workflows, and promote a safety-conscious culture.
Duties include but are not limited toSafety Program Management:
- Lead the development, implementation, and maintenance of comprehensive safety programs, policies, and procedures that comply with OSHA and other relevant regulations.
- Conduct regular safety audits and inspections of facilities, equipment, and work practices to identify potential hazards, ensure compliance, and recommend corrective actions.
- Monitor safety performance by collecting data, tracking incidents, and analyzing trends to inform safety initiatives and decision-making.
- Coordinate and oversee safety training programs, ensuring employees are adequately trained on safety protocols, emergency procedures, and the proper use of personal protective equipment (PPE).
- Ensure all safety certifications and licenses are up-to-date, managing documentation and reporting as required by law and company policies.
Operations Oversight:
- Collaborate with the Operations team to integrate safety measures into daily workflows and processes.
- Support operational goals by identifying safety-related obstacles and suggesting solutions to improve productivity without compromising safety standards.
- Assist in incident investigations by conducting root cause analysis of accidents or near-misses, determining corrective and preventive actions, and preparing reports.
- Track operational compliance with environmental health and safety regulations, ensuring the organization adheres to both internal and external standards.
Employee Engagement & Communication:
- Foster a positive safety culture by encouraging employee involvement, promoting open communication, and providing safety-related guidance and resources.
- Develop and distribute safety communication materials, such as newsletters, posters, or emails, to maintain awareness of safety initiatives and best practices.
- Lead and participate in safety meetings and emergency drills to ensure preparedness and employee participation in safety protocols.
- Address safety concerns raised by employees, providing appropriate resolutions in a timely manner.
Compliance & Reporting:
- Ensure compliance with all federal, state, and local safety regulations, ensuring that safety practices align with legal requirements.
- Prepare and submit required reports for regulatory agencies, management, and internal stakeholders, documenting compliance efforts, safety performance, and incident outcomes.
- Track and report key safety performance indicators (KPIs), such as injury rates, near-miss occurrences, and training completion, to senior management.
Continuous Improvement:
- Drive continuous improvement in safety performance by staying up-to-date with industry trends, best practices, and new technologies related to safety and operational processes.
- Recommend changes to safety programs based on audits, feedback, incident analysis, and industry developments.
MINIMUM TRAINING AND EXPERIENCE:
- Bachelor's degree in business or public administration, or field related to assignment
- Five years of journey-level professional experience in area related to assignment
- A Master's degree in business, public administration, or field directly related to assignment may be preferred
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
PREFERRED QUALIFICATIONS:
- OSHA 30-Hour Construction Certification.
- Work Zone Traffic Control Supervisor and Flagging Certification.
- Work Zone Traffic Control Training Instructor (VDOT).
- Traffic Control Supervisor (ATSSA).
- Ability and experience teaching safety topics such as: Confined Space, Excavation Safety, Powered Industrial Trucks, First Aid, etc.
- Experience with Workers' Compensation and Risk Management claims systems (e.g., CareMC).
- Demonstrated ability to maintain OSHA logs and reporting compliance.
- Experience auditing facilities and field crews, with ability to generate compliance reports.
LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:
- Some assignments may require a valid Driver's License with a satisfactory driving record and a valid Commonwealth of Virginia Driver's License within 30 days of hire.
KNOWLEDGE, SKILLS, AND ABILITIES:
- In-depth knowledge of OSHA regulations, environmental health and safety standards, and best practices.
- Strong leadership skills with the ability to influence and motivate teams toward achieving safety goals.
- Excellent communication and interpersonal skills, with the ability to engage employees at all levels and address safety concerns effectively.
- Analytical skills to evaluate safety performance, identify trends, and recommend improvements.
- Strong organizational and time management skills, with the ability to manage multiple projects and priorities simultaneously.
- Proficient in safety management software, Microsoft Office Suite, and other relevant tools.

ENVIRONMENTAL HAZARDS: Working conditions may include exposure to travel to other locations within the City of Richmond as well as outside of the City of Richmond; exposure to hazardous physical conditions such as mechanical parts, electrical currents, vibrations, etc.; atmospheric conditions such as fumes, odors, dusts, gases, and poor ventilation; inadequate lighting; intense noise; and environmental hazards such as disruptive people, imminent danger, and a threatening environment.
PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. The essential duties of this classification may require the ability to regularly talk, hear, see, and perform repetitive motions; and occasionally climb, stoop, crouch, reach, stand, walk, push, pull, lift, finger, grasp, and feel. The working conditions may include environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be light work, exerting up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects.
