Position Summary
The Regional Director is responsible for managing the strategic operations of facilities within the Central Region to ensure that operations, maintenance, and vendor management standards are met in a cost-effective, safe, and efficient manner. The Director will design, establish, organize, and direct the goals, objectives, and standards of performance for department staff; develop, implement, and interpret operating policies and procedures; and maintain and interpret standards, regulations, and codes. The Central Region consists of The Hospital of Central Connecticut, MidState Medical Center, the Bradley Memorial and Plainville campuses.
Key Accountabilities
- Works collaboratively with the system level facility leaders to implement strategy, standard processes, and share resources. Translates System functional strategy into departmental strategy, operational plans, and owns department performance. Seeks cross-functional alignment that supports, leads, monitors and directs the operational performance services to ensure high quality patient care services, in accordance with external regulatory requirements and policies
- Directs the implementation and evaluation of maintenance management programs for buildings, equipment, utilities and grounds at all locations within the region
- Promotes the accuracy and utility of the facility condition assessment process and is responsible for establishing priorities for facility infrastructure needs
- Collaborates with peers in other regions and regional leadership to finalize capital plans for facility infrastructure. Works closely with the Planning, Design, and Construction team to ensure building design and construction standards meet best practice for long-term maintenance and life-cycle costs
- Facilitates continuous performance improvement by encouraging innovation, supporting reasonable risk-taking, being open to new ideas and keeping up to date in the function. Conducts trend analyses and prepares reports for utilization, costs efficiencies and regulatory compliance
- Negotiates, establishes, implements and maintains vendor contracts for equipment utilization and repair; contracts with external agencies for independent contractors.
- Assists and supports executives in defining organizational goals and strategic plans and is responsible for execution of functional strategy within area of responsibility; sets and achieves operational objectives which support organizational goals, including program development, process improvement, systems implementation and facilities planning
- Directs establishment of annual goals and objectives, which support the business objectives, in conjunction with respective Managers, Physicians and the Executive Teams. Collaborates with department heads for individual department facility needs and resolution of issues related to the engineering and maintenance services
- Monitors organizational performance against budget and takes appropriate action to meet financial targets while providing leadership and direction
- Delivers a high level of customer experience, timely notification of utility outages or interruptions, and day-to-day operations and maintenance. Provides a service orientation that permeates through span of control, and leads the team in driving internal and external customer experience
- Ensures a constant state of regulatory readiness. Leads the Joint Commission/CMS Survey experience at the facility level. Fully knowledgeable of activities necessary to produce a state of perpetual readiness and compliance
Qualifications
- Bachelor's degree in Engineering, Facilities Management, Architecture, Business or related field is required
- Ten plus years of experience in facilities is required, with a preference for experience in a healthcare environment
- Three plus years of leadership experience is required
- Knowledge of regulatory compliance with Joint Commission, DPH, CMS, fire, utilities and hazardous materials safety standards
- Demonstrated knowledge of healthcare facilities operations, planning, design, and construction
- Knowledge of HVAC and refrigeration systems and equipment, steam and hot water generation systems, medical gas and vacuum systems, emergency power supply systems, fire protection systems, water and sanitation systems, safety and security systems, and building envelope systems
- Negotiation skills to obtain service agreements at competitive market rates and strong fiscal management to ensure the most effective use of system resources is also required
- Large scale hospital or multi-site experience and the ability to work in a complex, matrix organizational structure and develop strong relationships with all levels of management
- Ability to organize and perform analytic operations so as to produce relevant statistical data as it applies to hospital planning and budgetary consideration
- Demonstrates exceptional communication and engagement skills in working within a large healthcare system
- Strong teamwork, interpersonal relations, communication, active-listening, and analytical skills
