Chief Inspector, Weights and Measures

Under the general direction of the Director of Consumer Affairs or a higher-level officer, this position is responsible for planning, supervising, and implementing the work program of the Weights and Measures Inspectors engaged in examining commercial weighing and measuring devices, and enforcing laws and regulations. Work is performed in accordance with established rules and regulations, but an employee is given some latitude for independent decision and action. Supervision takes the form of conferences and discussions.
EXAMPLE OF DUTIES
Plans, supervises, and performs the work involved in a basic weights and measures program. Reviews the activities of subordinate weights and measures employees and takes corrective action as indicated by such reviews. Supervises and implements the field program in accordance with the policies set forth by the Director, Weights and Measures and the Commissioner. Gathers and safeguards evidence for possible court action and appears as a witness for the agency when necessary. Conducts all types of special surveys and investigations. Instructs new employees in the principles, techniques and procedures of proper weights and measures administration. Performs inspections and routine tests regarding weights and measures enforcement. Represents the department before the courts, legislature, national and local organizations. Prepares monthly and other reports regarding the performance of the unit and weights and measures activities in general. Develops and implements an effective program for the proper maintenance and care of all weights and measures tools and equipment. Conducts the necessary laboratory activities for an effective metro logy lab. Performs other related duties as required
SUPPLEMENTAL INFORMATION
FACTOR 1- KNOWLEDGE REQUIRED BY THE POSITION Knowledge of mathematics, algebra, leverage, and the basic principles of mechanical and electronic weighing and measuring equipment. Knowledge of the use and operations of the standard equipment and tools used in weights and measures. Skill in mathematical and statistical computations. Ability to interpret and teach approved techniques and procedures for testing commercial weighing and measuring devices and for general weights and measures enforcement. Ability to work effectively with others and be courteous and professional using good judgment to establish and maintain cooperative relationships with all segments of the public and industry. Ability to communicate in English orally and in writing. Ability to speak effectively, either informally or formally, before small and large groups. Ability and willingness to seek out and solve difficult field problems relating to weighing, measuring, or merchandising. FACTOR 2- SUPERVISORY CONTROLS Supervision is directly received from the Director of Consumer Affairs, or a higher-level officer. Incumbent is expected to perform duties independently with minimal supervision and considerable latitude for decision-making. FACTOR 3- GUIDELINES Guidelines include local rules, regulations, and other standards as they pertain to enforcement of weights and measures laws and regulations. FACTOR 4- COMPLEXITY This is supervisory level work, which requires coordinating the activities of all Weights & Measures Inspectors. This involves supervising programs and personnel for effective enforcement of the Virgin Islands Weights and Measures laws. FACTOR 5- SCOPE AND EFFECT The purpose of work is to provide maximum supervision over programs and personnel under the Weights and Measures section of the Department. FACTOR 6- PERSONAL CONTACTS Contacts are with coworkers, immediate supervisor, businesses, and community groups. Contacts are made in person, by telephone, and in writing. FACTOR 7- PURPOSE OF CONTACTS Contacts are made to conduct investigations, conduct enforcement, and to determine the progress and performance of employees within the section. FACTOR 8- PHYSICAL DEMANDS Work requires fieldwork, traveling between St. Croix, St. Thomas, and St. John to various public and business districts to carry out investigations. FACTOR 9- WORK ENVIRONMENT Work is performed in an office setting as well as on the field.
