Overview:
SkyBridge Tactical is seeking a highly motivated Program Manager to lead business operations support for the Compatibility Test Facility (CTF) at the Naval Surface Warfare Center Philadelphia Division (NSWCPD). The Program Manager will oversee all aspects of contract execution, ensuring delivery of programmatic, financial, quality, logistics, and continuous improvement support in accordance with the contract's Statement of Work (SOW). This position is based in Philadelphia, PA, and requires close coordination with government stakeholders and management of a multidisciplinary team.
Responsibilities:
The Program Manager's Responsibilities include but are not limited to:
Serve as the primary point of contact with the Government Contracting Officer and Contracting Officer's Representative (COR).
Lead, manage, and coordinate all contract activities, ensuring compliance with SOW requirements and timely delivery of all contract deliverables.
Oversee programmatic support, records management, financial analysis, quality management, logistics, training, planned maintenance, configuration management, and metrics reporting.
Develop and maintain project schedules, cost estimates, and status reports.
Implement and monitor quality assurance and risk management processes.
Supervise and mentor project staff, including key and non-key personnel.
Ensure compliance with all security, OPSEC, CUI, and NNPI requirements.
Prepare and present briefings, reports, and performance metrics to government stakeholders.
Support continuous process improvement initiatives (LEAN, CPI) and foster a culture of excellence.
Required Qualifications:
Bachelor's degree in Finance, Business Administration, Engineering, or related field from an accredited college or university.
Minimum of six (6) years of experience as a Program Manager supporting Department of Defense (DoD) or Navy programs of similar size and complexity.
Demonstrated experience managing cost-plus-fixed-fee, level-of-effort contracts.
Proven ability to lead multidisciplinary teams and manage multiple concurrent projects.
Strong writing, editing, and organizational skills with attention to detail.
Ability to understand and interpret complex government contract requirements.
Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and familiarity with proposal management tools (e.g., SharePoint, Adobe Acrobat).
Ability to work independently and meet deadlines in a fast-paced environment.
Preferred Qualifications:
Master's degree in a relevant field.
Project Management Professional (PMP) certification.
Experience with SeaPort-NxG task orders and Navy business operations support.
Familiarity with eCRAFT, DD254, and DoD CDRL processes.
Security Clearance Requirements:
- Active DoW Secret Clearance
Physical Requirements:
Ability to work on-site at NSWCPD in Philadelphia, PA.
Ability to travel occasionally as required by the contract.
