USMS Financial Analyst III (Budget Analyst)

  • Experience working with Federal Government Budgeting

*Skill Set/Responsibilities*

  • Prior experience working with Budgeting for the the US Federal Government
  • State, and/or County civil process laws, procedures, policies, and practices to facilitate the implementation of Court Orders for civil process expenditures
  • Conduct detailed review and analysis of spending for multiple field or district offices in order to develop future budget allocation methodology for each individual field or district office
  • Monitors expenditures of multiple field or district offices to ensure cost- effective support of programs and policies and assesses overall financial condition of individual field or district offices
  • Develops narrative and statistical justification of field or district offices' funding requirements through the budget execution process
  • Prepares budget process briefing materials (e.g. inquiry response, data requests, and execution policy)

  • Ability to effectively communicate orally, including establishing and maintaining contacts with multiple field or district offices in order to provide answers to personnel during their execution of the enacted budget
  • Ability to Interpret and Apply Regulations and Policies
  • Conducts program reviews of field or district offices to identify ways to improve business practices and reduce costs
  • Identifies opportunities and recommends process improvements to the budgetary process, policies, and procedures.

Four-year undergraduate degree in accounting, finance or business administration is required.
