Position Description

Permanent exempt. Exempt employees are considered "at will" and serve at the discretion of the appointing officer.

This position is grant funded and funding is reviewed on a yearly basis. Hours are subject to change after appointment dependent upon grant status.

Under the guidance of the Dean of Institutional Effectiveness, the Research Analyst (Administrative Analyst) will join a collaborative team dedicated to supporting meaningful research across the college. Analysts in this role are responsible for designing and carrying out a wide range of institutional research including, but not limited to, analyzing student outcomes; evaluating use of student services; tracking student cohorts and enrollment trends; examining disproportionate impact; and compiling credit and noncredit student data to assess student achievement and progress toward institutional, grant-related, and programmatic goals. To perform the functions of this position, analysts use statistical software, create complex database queries, and develop clear and compelling tables, graphs, and reports to inform student-centered planning and institutional decision-making. The functions of this position also include creating and providing training on the use of special-purpose data tools and participating in presentations of data to both internal and external audiences.

Job Duties

Please note the duties specified below are representative of the range of duties assigned to the 1822 Administrative Analyst job class code and not intended to be an inclusive list.

  1. Assists in the forecasting, monitoring and preparing of operational budget and financial reports and the interpretation of trends in budgets expenditures and revenues for the purpose of meeting requirements of various funds.

  2. Communicates and coordinates with agencies and contractors for the purpose of enhancing administrative services.

  3. Conducts complex studies and reviews, analyzes, and interprets laws and legislation, administrative policies and procedures for the purpose of identifying problems and trends, preparing reports and recommendations, and coordinating the implementation of approved systems and/or procedures.

  4. Coordinates and maintains various budget account processing and funds for the purpose of ensuring the accuracy of the budget funds records.

  5. Engages and gathers consensus from stakeholders (e.g. financial information, project funding proposal, architectural/engineering plans, student enrollment process, etc.) for the purpose of recommending administrative policies and procedures, gathering documents for superiors, ensuring required laws and regulations are followed, and responding to inquiries from various college departments and outside vendors.

  6. Maintains a variety of documents, files, and records (e.g. administrative related information, required data for regulatory agencies, clearances, etc.) for the purpose of providing accurate information in compliance with established guidelines.

  7. Participates in various administrative functional projects (e.g. architectural assessment, contracts review and preparation, vendors and consultant management, annual budget reports, etc.) for the purpose of improving student facility, financial and accounting services.

  8. Performs other special technical and operational projects as assigned (e.g. planning, researching, developing and implementing various phases of administration duties, etc.) for the purpose of ensuring the efficient and effective functioning of administrative services.

  9. Responds to administrative procedure, facility, research, risk management, budget and/or accounting, safety, insurance inquiries from a variety of internal and external sources, (e.g. students, employees, administrators, etc.) for the purpose of resolving problems, providing information and referral to appropriate personnel, identifying relevant issues, and recommending or implementing plans of recommendation.

  10. Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.

Minimum Qualifications

Possession of a baccalaureate degree from an accredited college or university, and one (1) year full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in areas such as budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

Substitution:

Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for the required one (1) year of experience.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

Note: College Work Study and Student Lab Aide experience with the District will be considered/ applied as qualifying experience per an agreement made between the District and SEIU . This agreement will allow District students to take advantage of employment opportunities.

  1. Demonstrated skills in creating, combining, and analyzing datasets using SQL or other programming languages and statistical packages.

  2. Course work in research methods, both quantitative and qualitative in nature.

  3. Experience conducting research and conveying those findings in written reports, including tabular and graphical presentations.

  4. Knowledge of research and planning issues within post-secondary institutions.

  5. Experience facilitating respectful conversations around equity, using data to support decision-making within a diverse environment.

Benefits

  1. Additional Days Off with Pay. As stipulated in the appropriate bargaining agreements and board resolutions, Classified employees working full-year (260 days/year) work schedules are granted, as paid days off, the days between Christmas Day and New Year's Day, as well as an additional five (5) paid days off during spring break. Eligible school-term-only ( STO ) employees who are not scheduled to work the designated days between Christmas and New Year's Day shall be granted three (3) paid days off to be scheduled by mutual agreement between the employee and supervisor. Eligible school- term-only ( STO ) employees who are not scheduled to work the days designated as Spring Break will not be paid for these days off.

  2. New employees hired on or after October 1, 2013 will contribute 2% of salary to the San Francisco Retiree Health Care Trust Fund ( RHCTF ).
