The Department of Health and Human Services (HHS) is seeking a highly skilled Administrative Analyst III for the Planning and Administration Division to advance key departmental initiatives. This fixed-term position will lead, coordinate, and analyze programs critical to enhancing organizational performance and employee engagement.

The incumbent will manage the implementation of the HHS Employee Engagement Strategy, providing oversight for initiatives that strengthen organizational culture, promote workforce equity, and improve employee morale and performance. Additionally, the role will coordinate the Department's readiness for Department Operations Center (DOC) activations, and support activations as appropriate, ensuring effective emergency preparedness and response across departmental divisions. The position will also administer the two-year Homelessness Prevention Pilot, managing fiscal oversight, data collection, and performance reporting to evaluate program effectiveness.

Reporting to the HHS Director, the Administrative Analyst III will work collaboratively with executive leadership, managers, and staff across all HHS divisions. The position involves cross-departmental coordination, project management, policy analysis, and the preparation of reports and presentations for both internal and external stakeholders. This position plays a critical role in operationalizing the HHS Strategic Plan 2025–2028 and directly contributes to improved service delivery and community outcomes.

**FIXED TERM

This is a two (2) year fixed-term position and is budgeted through December 31, 2028.
However, there may be opportunities for the hired individual during this time-period to move to a regular, ongoing position as other vacancies or promotional opportunities occur, or the position may be funded and convert to an ongoing position. Fixed-term employment ends when the position's funding finishes, or the work is completed. Employees in these positions are exempted from the County's policies regarding lay-off order and reduction-in-force rights.

Qualifications
Knowledge of:

  • Principles and practices of public administration, public agency organization and human resources administration.
  • Organization, function and administrative structure of public agencies, including the role of an elected Board.
  • Techniques of planning and performing administrative, budgetary, operational, human resources or organizational analysis, including project management.
  • Practices of contract negotiation and administration.
  • Applicable laws, codes, regulations and ordinances.
  • Principles of budget preparation and administration, particularly in a public agency.
  • Principles and practices of equal employment opportunity, affirmative action and accommodation for individuals with disabilities.
  • Principles of job analysis, recruitment and selection, classification and compensation, employee relations and risk management in a public agency.
  • Research methodology, data analysis and statistical sampling techniques.
  • Computer applications related to the work, including spreadsheets and basic methods of graphic presentation.
  • Techniques for dealing effectively with departmental and employee representatives, members of various public and private organizations and the public in individual or group settings.

Minimum Qualifications
Any combination of education and experience that would provide the knowledge and skills listed. Typically, graduation from a four year college or university with major coursework in business or public administration, public policy or a field related to the work and three years of professional level experience performing administrative, budgetary, operational, management or organizational analysis work. At least one year of the required professional experience must have included journey level experience in the area of assignment. Additional professional level work experience performing administrative, budgetary, operational, management or organizational analysis may be substituted for the required education on a year-for-year basis.
