About the Role

Arkel International is seeking a skilled Contractor Quality Control System Manager (CQCSM) to support our federal construction operations on USAG-Kwajalein Atoll.

In this role, you'll manage and implement the Three-Phase Quality Control System to ensure all construction work meets U.S. Army Corps of Engineers (USACE) and Department of Defense (DoD) quality, safety, and performance standards. The CQCSM serves as the primary point of contact for all QC activities, ensuring contract compliance and excellence from start to finish.

Key Responsibilities

  • Develop, implement, and maintain the project-specific Quality Control Plan (QCP).
  • Manage all aspects of the Three-Phase QC System: Preparatory, Initial, and Follow-Up inspections.
  • Conduct and document daily inspections, testing, and QC meetings.
  • Review and approve submittals, shop drawings, and material certifications.
  • Maintain accurate QC documentation, including submittal logs and RMS 3.0 reports.
  • Coordinate third-party testing and inspection services.
  • Ensure full compliance with USACE/DoD specifications, safety standards, and environmental permits (SWPPP, NOI).
  • Maintain as-built drawings, deficiency logs, and compile project close-out documentation.
  • Stop work when necessary to address safety or quality concerns.
  • Communicate effectively with USACE representatives, subcontractors, and internal management.
  • Verify that Activity Hazard Analyses (AHA) and MSDS sheets are reviewed and available before work begins.

Required Qualifications

  • Minimum 10 years of construction experience focused on quality control.
  • Current USACE "Construction Quality Management for Contractors" (CQM-C) certification.
  • Proficient with RMS 3.0, Microsoft Word, Excel, and Outlook.
  • Strong understanding of construction methods, materials, and quality standards.
  • Excellent communication, organization, and leadership skills.
  • Valid driver's license and clean driving record.

Preferred Qualifications

  • Bachelor's degree in Construction Management, Civil Engineering, or related field.
  • OSHA 30 and First Aid/CPR certifications.
  • Experience with NAVFAC, USAF, or other federal/military construction agencies.
  • Prior overseas project experience preferred.
