Services For Adults (SFA) is a part of the Adult Services Division of the Mecklenburg County Department of Child, Family, and Adult Services. The division is responsible for four main program areas: Adult Social Work Services, Community Social Work, the Senior Citizens Nutrition Program, and the Mecklenburg Transportation System (MTS).

Position Summary

Provide leadership and oversight to the Division's Operations Leadership team and is responsible for the delivery of services which address the changing demands and needs of client populations in the division of Services For Adults (SFA).

Responsible for the delivery of services which will address the changing demands and needs of client populations. This position is responsible for managing all Adult Social Work including Guardianship, Monitoring, Adult Protective Services, Community Social Work including IHA, Project Care, Adult Day Care, Senior Citizen Nutrition Program, Non-Emergency Medical Transportation, Age Friendly Mecklenburg, and Just 1 Call. This position will serve as legal Guardian for approximately 300 adult respondents across the state of North Carolina.

This position is responsible for internal operations including personnel, space, logistics of major events, policy development, assuring compliance with regulations and assuring services are properly provided on a daily basis. This position requires collaborative work both internally within the County and externally with system partners to improve outcomes for adults and families. The SFA Division Director must also keep abreast of best practices in the field, state and national trends and changes in policies and practices in the adult services space within the state and nationally.

The SFA Division Director is a member of the Department of Child, Family, & Adult Services Senior Executive Team and works in partnerships with other members to provide leadership and strategic planning at the Department level. The SFA Division Director serves on various committees, workgroups and initiatives centered on needs of adults and families both internally and externally to the Division.

The selected candidate for this highly visible leadership role is expected to be accessible at all times.

Essential Functions

Integrate and coordinate service areas.

Serve as division liaison, both internally and externally between organizations, shareholders, and outside organizations.

Manage division resources.

Deliver speeches, write articles, or present information at meetings or conventions to promote services, exchange ideas, or accomplish objectives.

Manage activities and decisions on the day-to-day operations that provide core community services.

Serve as the department representative on boards and commissions at the local, state, and national levels.

Listen to appeals from family members and advocate, research, and investigate claims.

Provide information to the public regarding programs, public concerns, and services.

Ensure federal, state, and local policy, rules, and regulations are followed.

Represent division County-wide and to Commissioners.

Interpret and explain policies, rules, regulations, or laws to organizations, government or corporate officials, or individuals.

Prepare or present reports concerning activities, expenses, budgets, government statutes or rulings, or other items affecting businesses or program services.

Establish departmental responsibilities; coordinate functions among divisions and worksites; review reports submitted by staff members.

Direct the planning process, develop and participate in strategic planning, budget requests, and expenditure monitoring.

Support staff and evaluates program effectiveness, prioritizes issues and objects, create community resources, and integrates services and partnerships.

Address program-specific issues with community-based groups and county leadership.

Lead policy-making efforts by setting issues related to state politics and policies.

Ensure compliance with statutory responsibilities and directives.

May be required to staff shelters in the event of a disaster.

Minimum Qualifications

Experience:

Six years of progressively responsible management experience directly related to the area assigned. Three years of program experience with 1 year of supervisory experience or completion of an approved supervisor training program.

Education: Bachelor's degree in Social Work, Human Services, or related field.

Licenses and Certifications:

Annual Motor Vehicle Record (MVR) check required

Requires County Driving Privileges

Requires a valid North Carolina or South Carolina Driver's License

Preferred Qualifications

Master's degree in a related field, including Social Work, Human Services, Gerontology, Public Administration, etc.

Experience in Budgeting for a large public service agency.

Experience with NCDOT and FTA regulations and programs.

Experience with Grant funding on local, state, and federal levels.

Strong experience with and knowledge of Adult Social Work programs and services.
