Brief Job Description:

The Texas Health and Human Services Commission (HHSC) Medicaid CHIP Services (MCS) department seeks a highly qualified candidate to fill the position of Program Specialist VI in Managed Care Contracts and Oversight (MCCO). MCS is driven by its mission to deliver quality, cost-effective services to Texans. This position makes a significant contribution to MCS's mission by ensuring that MCCO meets statutory requirements and implements audit recommendations within prescribed timeframes. The Program Specialist VI participates on a highly skilled and knowledgeable team that serves as subject matter experts (SMEs) for MCCO. The position reports to the Director of Strategic Operations and Special Projects within MCCO.

This position involves planning, developing and implementing a major agency program and/or providing consultative service and technical assistance to program staff and Managed Care Organizations (MCOs), governmental agencies, community organizations, or the general public. The Program Specialist VI works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. The Program Specialist VI may act as a liaison with agencies and internal programs to explain agency statutory requirements. The Program Specialist VI will analyze legislation to develop recommendations for policy and programmatic issues relating to the implementation, improvement, and/or expansion or reduction of program funding. Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Essential Job Functions (EJFs):

The Program Specialist VI performs a variety of technical, research, planning, policy, program assessment, and administrative activities for MCCO. Performs the analysis, implementation and documentation of program policies and organizes and prepares materials in response to requests for program information and reports. (20%)

Act as a liaison with internal and external stakeholders. Explains program and agency statutory requirements. Consults with public and private agencies involved to resolve problems, identify training needs and discuss effectiveness. (15%)

Monitors required performance reports and recommends appropriate changes. Analyzes operations and problems and the preparation of reports of findings and recommendations. (25%)

Provides technical assistance and guidance to staff in the development and integration of methods and procedures. Performs related work as assigned. (40%)

Knowledge, Skills and Abilities (KSAs):

Knowledge of local, state and federal laws and regulations relevant to program areas and of the principles and practices of public administration and management.

Knowledge of federal laws, regulations, and processes regarding Medicaid and CHIP policies and procedures.

Knowledge of bill analysis processes and implementing legislative changes.

Skill in using application software such as MS Teams, MS Word, MS Excel, or similar programs.

Skill in written and oral communication, including the ability to make public presentations and write technical information in an understandable format.

Ability to work on a team in a fast-paced, deadline-oriented environment with competing priorities.

Ability to work with stakeholders and provide oversight to contracted vendors.

Ability to gather and analyze facts; conduct sophisticated research; prepare reports; develop, evaluate, and interpret policies and procedures to communicate effectively.

Registrations, Licensure Requirements or Certifications:

Certified Texas Contract Manager Certification (CTCM) or must obtain within 12 months upon hire. Must maintain the certification.

Initial Screening Criteria:

Minimum of two years' experience related to Texas Medicaid and CHIP managed care contract management and/or contract monitoring is required. Candidate must have experience working with Texas Medicaid managed care contracts and the Uniform Managed Care Manual. Graduation from an accredited four-year college or university with major course work in healthcare administration or health information technology is generally preferred. If the preferred education requirement is not met, experience may be considered as an alternative.
