Position Description:
The Staff Officer V will support the All-Domain Anomaly Resolution Office (AARO) under the Office of the Under Secretary of War for Intelligence and Security (OUSD(I&S)). This key personnel position serves as a senior-level SME responsible for providing advanced technical knowledge and analysis of highly specialized applications and operational environments for AARO operations, activities, and investments. The position requires extensive experience in policy development, program oversight, guidance, capabilities development, and resourcing requirements to support strategic planning, coordination, and policy requirements for high-level, sensitive national security activities.

Responsibilities and/or Success Factors:
Strategic Program Development and Analysis:
- Provide high-level subject matter expertise for work described in the program/task with advanced technical knowledge and analysis of highly specialized applications and operational environments.
- Participate as needed in all phases of program development with emphasis on the planning, analysis, integration, documentation, training, and presentation phases.
- Provide multi-discipline program and operational analytical expertise and assistance for a Senior Executive Service (SES)-led, senior level staff directorate supporting oversight, strategic planning and coordination, and policy requirements for high level, sensitive national security requirements involving Department of War (DOW) and government activities.
- Analyze intelligence related activities against the National Defense Strategy and the priorities of the Secretary of War and Under Secretary of War for Intelligence and Security Technical Advisory and Guidance.
- Provide technical advice, guidance, and direction for the improvement, modification, and re-engineering of business processes, and policies and procedures for any functional area under consideration or review.
- Apply principles, methods, and knowledge of specific functional areas of expertise to specific task orders/programs supporting information technology, logistics support, program management and/or professional/management development training.
- Provide high-level functional systems analysis, design, integration, documentation, training, and/or implementation advice on complex problems which require a high-level knowledge of the subject matter for effective implementation.
- Provide technical expertise, advice, and support for the design, coordination, management, implementation, operation, and oversight of a common operational reporting system.
- Provide technical expertise, advice, and support required to ensure that UAP incident reporting is appropriately cataloged, stored, curated, and maintained, to include sensor data from multiple platforms and data at multiple classification levels.
- Develop data analytic tools and specialized dashboards as appropriate to support mission requirements. Staff Package Development and Integration.
- Support the development of staff packages and integration of technical mission efforts within DOW and across the Intelligence and Defense Communities.
- Support the daily production, coordination, and dissemination of reports and briefings that detail AARO operations, activities and investments for Congress and Senior Executive Branch officials.
- Support the production, coordination, and dissemination required to respond to congressionally directed actions and reporting requirements.
- Assist AARO leadership with drafting, editing, and coordinating DOW and Intelligence Community-wide inputs for required reports, briefings, information papers, issue papers, and other products as required.
- Develop and establish positive working relationships with the OUSW(I&S) Special Access Program Central Office, the Special Security Office, the Office of the Director of National Intelligence, and the Combat Support Agencies.
- Provide strategic oversight and coordination for sensitive national security requirements involving DOW and Intelligence Community activities.
- Support development of DOW and Intelligence Community-wide processes and procedures to enable operational and intelligence reporting of airborne objects of interest including UAP.
- Contribute to policy development and analysis activities that support AARO's mission objectives.
- Ensure compliance with all applicable DOW and Intelligence Community regulations, procedures, and security requirements.
- Facilitate coordination between AARO and external DOW, Intelligence Community, and interagency partners.
- Support preparation.
- Must be a United States Citizen
- Active Top Secret security clearance with SCI eligibility
- Master's Degree from an accredited college or university
- Minimum of 15 years of experience with policy development, program oversight, guidance, capabilities development, or resourcing requirements within the DOW
- Minimum of 15 years of experience in influence, information operations, or deception position within the DOW or Intelligence Community
- Demonstrated expertise in high-level functional systems analysis, design, integration, and implementation
- Strong analytical and problem-solving abilities with focus on complex national security challenges
- Excellent written and oral communication skills with ability to brief senior leadership
- Experience with multi-discipline program and operational analytical support
- Knowledge of DOW and Intelligence Community organizational structures and processes
- Proficiency in Microsoft Office Suite and relevant analytical software applications
- Advanced degree in National Security Studies, International Relations, Public Policy, or related field
- Experience with AARO mission and Unidentified Aerial Phenomena (UAP) research activities
- Knowledge of Special Access Program (SAP) and Sensitive Compartmented Information (SCI) procedures and requirements
- Experience with OSD and Pentagon-level strategic planning and policy development • Familiarity with National Defense Strategy implementation and analysis
- Experience with data analytic tools and dashboard development
- Knowledge of influence operations, information operations, or deception activities
- Experience with Congressional reporting requirements and processes
- Understanding of DOW Planning, Programming, Budgeting, and Execution (PPBE) processes
- Experience with interagency coordination and policy development at senior levels
- Knowledge of Intelligence Community analytical processes and methodologies
