Job Title: Contract Conformance Specialist (CCS)

Job Summary: The Contract Conformance Specialist (CCS) is responsible for managing the sourcing and administration of contractual arrangements for capital and maintenance projects. The CCS ensures that all contractual obligations are met by managing the flow of documentation and communication between the organization and contractors. The role involves facilitating the identification, communication, and resolution of contractual matters in a timely and effective manner. The CCS frequently interacts with third parties and internal departments, including legal, project management, construction management, procurement, and other functional teams.

Key Responsibilities:
  • Ensure compliance with project execution contracting strategies and practices.
  • Facilitate the preparation of purchase orders, work releases, and contract exhibits, including scope of work, specifications, pricing, and other special instructions.
  • Assist in drafting and revising technical contract language describing scope of work, pricing, and other special conditions for assigned projects.
  • Support project management in contractor contract negotiations during the contract bidding and formation phases.
  • Work closely with the project team to develop a project-specific communication plan.
  • Participate in training sessions regarding contract administration for both internal and third-party personnel.
  • Review contractor-submitted documents for compliance with contract terms, notifying contractors of non-compliance and deviations.
  • Maintain contractor correspondence and documentation logs, ensuring that all communication is tracked and recorded accurately.
  • Manage the change order process, including maintaining change order logs, reviewing contractor-requested changes, and preparing approved change orders.
  • Prepare meeting agendas and distribute meeting notes for all contract-related meetings between the organization and contractors.
  • Establish and maintain project contract document control and retention systems in compliance with company procedures.
  • Review contractor-submitted invoices for compliance with contractual terms.
  • Coordinate with project teams, legal, and other departments as necessary to resolve contractual issues.
  • Assist in the contract close-out process to ensure strict compliance with all contractual requirements.
  • Prepare for and support internal and external compliance audits.
  • Provide regular updates to management on the status of contract-related issues and projects.
Key Qualifications:
  • Bachelor's degree in engineering, construction, business, legal, or related field, with a minimum of 4 years of experience in contract administration, legal, engineering, or construction, preferably in the energy or infrastructure industry; OR an Associate's degree with 7-10 years of relevant experience.
  • In-depth knowledge and experience with contracting processes, particularly in the energy, construction, or infrastructure sectors.
  • Understanding of the intent, context, purpose, and utilization of various contract documents.
  • Strong communication skills, both written and verbal, with the ability to interact effectively with internal teams and external stakeholders.
  • Excellent organizational skills, attention to detail, and the ability to prioritize and manage multiple tasks effectively.
  • Proficiency with office computer applications such as Microsoft Office, Microsoft Teams, SharePoint, and relevant contract management systems.
  • Ability to work independently and collaboratively in a team environment.
Desired Skills:
  • Strong negotiation skills and the ability to handle complex contracting issues.
  • Problem-solving ability to proactively identify and address potential issues before they escalate.
  • Experience working in energy, utilities, or large-scale infrastructure projects is preferred.
