To ensure quality program delivery, Habitat uses an integrated approach that works across all spheres of the housing ecosystem – at the community, sectoral, and societal levels. Advocacy specifically, has emerged as a critical lever for driving change at scale.However, delivering this level of impact requires robust systems to measure progress and learn from experience. Monitoring, Evaluation, Accountability, and Learning (MEAL) provides the structured framework needed to track results, assess outcomes, and capture lessons that inform evidence-based decision-making which is critical to advocacy work. Considering this, and in alignment with Habitat’s current strategic framework, there is a need to strengthen organizational capacity in the integration of advocacy in MEAL systems. As such, Habitat is seeking a consultant to lead the development and conduct of a training program on MEAL in Advocacy with the intent of producing high-quality, interactive materials essential to ensure effective learning and application. OBJECTIVESDesign an effective training program, complete with all training materials in collaboration with the MEAL Unit and the Urban, Land, and Policy (ULAP) Unit;Deliver the MEAL in Advocacy training series through a hybrid approach, comprising virtual sessions and an in-person 3-day workshop to build capacity across different country offices in the region; andProduce a final report documenting the training process, participant outputs, and recommendations for sustaining MEAL integration in advocacy work.DESCRIPTION OF THE ASSIGNMENTThe consultant will be engaged on a fully remote basis from January 5, 2026 to June 5, 2026. Under the guidance and supervision of the Advocacy Manager (Asia-Pacific Area Office), the consultant will undertake the following tasks: Define the structure and modality of the training program based on the needs identified and reference materials provided by the organization; Draft training modules and all supplementary materials needed to achieve the training program’s objectives which include (but may not be limited to) creating a curriculum, guidance on training methods, participant workbooks, as well as audio-visual and other aids that integrate adult learning principles and contextual relevance;Integrate feedback from key stakeholders (especially from the ULAP Unit and MEAL Unit) into the development and finalization of all materials; andFacilitate the MEAL in Advocacy training series (both virtual and in-person components).
