Municipal Advisor

Shining Light Consulting LLC is afinancial consulting firm specializing in municipal advisory, financial modeling, and risk management services for municipalities, school districts, and public agencies across New Jersey and the Northeast.

Position Overview

SLC is seeking a Municipal Advisor with both the Series 50 and Series 54 licenses to join our growing advisory practice under a 1-year contract.

The ideal candidate will bring advanced expertise in public finance, debt advisory, and municipal compliance, and will support the firm's mission of delivering transparent and high-impact financial guidance to government clients.

Key Responsibilities

• Serve as a qualified municipal advisor representative and principal under MSRB registration.
• Provide independent advisory services to municipalities, utilities, and school districts.
• Oversee the preparation of debt analyses, financial forecasts, and capital improvement plans.
• Guide clients through bond issuance and refinancing processes.
• Ensure firm-wide compliance with MSRB Rules A-12, G-42, G-44, and all supervisory requirements.
• Manage and review the work of junior analysts to ensure accuracy and quality of deliverables.
• Assist in developing and maintaining internal compliance manuals and annual Form A-12 affirmations.
• Participate in client meetings, proposal presentations, and rating agency briefings.

Required Qualifications

• Active Series 50 Municipal Advisor Representative license
• Active Series 54 Municipal Advisor Principal license
• Must provide copies of both certificates upon hire
• Minimum 5 years of municipal advisory or public finance experience
• Strong understanding of MSRB, SEC, and state-level regulations governing municipal advisory activities
• Demonstrated experience with bond structuring, debt issuance, and capital market strategy
• Excellent analytical and communication skills, with attention to detail and accuracy
• Proficiency in Microsoft Excel, PowerPoint, and financial modeling tools

Job Type: Contract

Base Pay: $ $46.50 per hour
