Duties Description The Office of Mental Health (OMH) is seeking a qualified candidate to fill a Mental Health Program Specialist 2, G-23 position in the Division of Program Policy & Management, Adult Community Care Group, Employment Services Unit. The incumbent will be a NYESS Regional Employment Liaison, whose primary responsibility is to provide ongoing training and technical assistance to OMH rehabilitation and employment programs. Technical expertise in the field of employment services will also require a familiarity with the employment services system as a whole, including but not limited to program models currently being delivered by state partners like the NYS Department of Labor (DOL), NYS Education Department Adult Career and Continuing Education Services (ACCES-VR), and the Office for People with Developmental Disabilities (OPWDD), as well as essential stakeholders in the provider and advocacy communities. The incumbent will perform the full range of program administrative, technical and analytical activities, which include, but are not limited to, the following:- Serve as a liaison and coordinator from OMH programs to the Department of Labor (DOL), Adult Continuing Career and Education Services-Vocational Rehabilitation (ACCES-VR), the Office for People with Developmental Disabilities (OPWDD), and other community resources essential to comprehensive employment services. - Link OMH programs, and other providers to New York Employment Services System and additional community resources.- Build knowledge about eligibility and access points to employment resources in the community. - Provide training, support, and technical assistance for OMH programs, including support for the evidence-based IPS model of supported employment. - Coordinate access to benefits counseling and financial literacy for OMH program participants.-Complete certification training as a benefits advisor, to become a subject matter expert on benefits, and share this knowledge with OMH providers, and their program participants.-Provide benefits training to OMH program staff, NYESS providers, and SSA Beneficiaries, regularly. Minimum Qualifications Non-Competitive Minimum Qualifications Under the NY HELPS Program:A bachelor's degree in a qualifying field* AND three years of professional clinical or administrative experience in a federal or state operated, licensed, certified, or funded mental health program+.+A master's degree in a qualifying field* can substitute for one year of specialized experience.*Qualifying degrees: child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special educationTransfer Opportunity:Candidates must have permanent service as a Mental Health Program Specialist 2, Grade 23, and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades of the Grade 23 level.55b/c Opportunity:Individuals certified eligible for the 55b/c program under the Governor’s Program to Hire Persons/Veterans with Disabilities pursuant to Section 55b/c of the Civil Service Law will also be considered. In addition to a current 55b/c eligibility letter, candidates must possess a bachelor's or higher degree in a qualifying field as detailed above* AND three years of professional clinical or administrative experience in a mental health program.
