The Deputy Superintendent Business Services shall be responsible for overseeing and managing the internal operations of the District, including responding to the needs of school sites and community concerns, coordinating District wide initiatives, and collaborating with District and site administrators to address complex issues. The Deputy Superintendent Business Services shall also serve as the District's chief business and finance officer and will plan, organize, direct, and administer the affairs of the Business Services Department, which includes Fiscal Services (attendance accounting, health/welfare benefits, payroll, accounting, purchasing, budget, risk management), and related operations and support services. Supervision Responsibilities Chief of Technology and Operations Chief Personnel Officer Executive Director of Business Services Other Certificated and Classified employees as assigned Duties and Responsibilities Provide guidance and leadership to all District departments, as necessary, and make recommendations for operational improvements to the Superintendent. Develop and implement administrative policies and procedures to ensure the district operates efficiently and cost effectively. Facilitate the development and administration of human resources plans and programs that further the District's Strategic Plan by collaborating and sharing information with District administrators and staff. Provide advice and counsel to the Superintendent and other District personnel when needed to achieve efficient and effective operations, especially in areas pertaining to financial management. Maintain knowledge of current laws, research, and procedures in areas related to the Business Services Department and provide the Governing Board, administrators, staff, and other interested parties with related information. Lead implementation of the District Strategic Plan. Coordinate activities with district leaders, resolving issues and ensuring alignment across departments. Serve as a Cabinet member and attend all Board of Education meetings. Act as a liaison to legislators, government officials, and community groups on educational matters. Build partnerships with the Board, labor organizations, businesses, and community stakeholders. Supervise and evaluate assigned personnel, handling performance assessments and personnel actions. Prepare Board agenda items, reports, and correspondence. Perform other duties assigned by the Superintendent. Essential Functions
Strategic Operational Leadership Lead a district-wide strategy for operational excellence, ensuring all departments function seamlessly to support excellence in teaching and learning. Oversee and align all operational services, including finance, human resources, technology, facilities, procurement, risk management, and transportation. Implement data-driven decision-making to improve efficiency, reduce costs, and enhance service quality across departments. Develop and oversee key initiatives that enhance financial stewardship, compliance, and resource allocation in alignment with district priorities. Establish and monitor performance metrics to assess and improve operational effectiveness. Identify and pursue strategic opportunities for cross-departmental collaboration, ensuring synergy and efficiencies between instructional and operational functions. Financial and Business Process Management Provide leadership in budget development, financial planning, and fiscal accountability, ensuring sustainable and equitable resource allocation. Oversee financial operations, including cash flow management, procurement, payroll, and financial reporting, maintaining compliance with local, state, and federal regulations. Lead efforts to maximize funding opportunities, including grants, partnerships, and alternative revenue sources. Implement efficient business processes that enhance transparency, streamline operations, and improve financial controls. Serve as a strategic advisor to the Superintendent and Governing Board on financial trends, risks, and long-term planning. Human Capital and Talent Management Oversee the Human Resources functions, ensuring effective recruitment, retention, and professional development strategies. Develop a culture of service-oriented leadership, ensuring HR practices align with employee engagement and district values. Ensure compliance with employment laws, labor agreements, and policies while fostering a high-performing workforce. Implement innovative HR technology solutions to improve efficiency in hiring, onboarding, and performance management. Technology, Infrastructure, and Facilities Management Lead the district's technology strategy, ensuring seamless integration of digital tools, cybersecurity measures, and IT infrastructure that support educational and operational goals. Oversee capital planning, facility maintenance, and transportation services to ensure safe, efficient, and well-maintained school environments. Develop long-range facilities planning and modernization strategies, prioritizing sustainability and cost-effectiveness. Ensure disaster recovery, risk management, and emergency response protocols are in place and regularly reviewed. Governance, Compliance, and Community Engagement Serve as a liaison to the Governing Board, preparing financial and operational reports that inform policy and decision-making. Interpret and ensure compliance with federal, state, and local regulations, advocating for policies that enhance operational effectiveness. Build strong partnerships with vendors, government agencies, and community organizations to enhance district services. Develop and implement communication strategies to keep stakeholders informed about operational priorities and performance. Knowledge and Skills
Knowledge of: Strategic operations management, business administration, and financial stewardship in a school district environment. Public sector finance, budget development, and procurement practices. Human resources laws, labor relations, and employee engagement strategies. Technology infrastructure, cybersecurity best practices, and digital transformation initiatives. Facilities planning, construction management, and environmental sustainability. Best practices in transportation, food services, and safety/security operations. Change management and organizational leadership in complex systems. Skills in: Leading high-performing teams and fostering a culture of accountability and service excellence. Developing and executing strategic operational initiatives that align with district goals. Financial analysis, risk assessment, and resource optimization. Implementing technology solutions that improve business processes and service delivery. Negotiation, contract management, and vendor relations. Data-driven decision-making and performance measurement. Effective communication with diverse stakeholders, including staff, families, and the community. Minimum Qualifications At least five years of senior leadership experience in school district operations, finance, or business management. Demonstrated expertise in financial management, human capital strategy, and operational oversight. Experience implementing process improvements, cost-saving measures, and technology-driven efficiencies. Strong understanding of public sector compliance, school funding models, and strategic resource allocation. OR any equivalent combinations of experience and education from which comparable knowledge, skills and abilities have been achieved. Preferred Requirements Master's degree in business administration, Educational Leadership, Finance, or a related field (Doctorate preferred). Other Requirements Ability to pass a fingerprint and background check. Must possess and maintain a valid Arizona driver's license. Willingness to work outside normal business hours as needed to support district initiatives. A deep commitment to the mission, vision, and operational excellence of the district.
