Job Title: Regional HR Operations Manager(hybrid) Location: Wayne Pennsylvania Salary: $1,25,000 - $1,30,000 annually Position Overview: The Regional HR Operations Manager for North America will lead HR service delivery for the United States and Canada as part of the Global HR Operations Team. This hands-on leadership role oversees a team of 9 HR and Payroll professionals, driving operational excellence across HR Administration, Benefits Administration, Recruitment Coordination, Compliance, Regulatory Reporting, and strategic HR projects. The role requires deep functional expertise, process optimization skills, and a passion for developing high-performing teams within a culture of inclusivity and continuous improvement. Key Responsibilities Operational ExcellenceEnsure accurate and timely execution of all HR operational processes for the U.S. and Canada.Lead initiatives to streamline and improve HR processes for greater efficiency, accuracy, and compliance.Maintain high service standards aligned with organizational goals. Hands-On Leadership and Team DevelopmentProvide active leadership, coaching, and mentoring to HR and Payroll professionals.Promote a culture of accountability, collaboration, learning, and inclusion.Lead by example in resolving complex HR operational issues. Strategic and Operational HR ManagementExecute and align regional HR operations with global HR strategies.Oversee HR programs including benefits administration, recruitment coordination, and employee lifecycle processes.Apply functional knowledge to optimize HR service delivery. Process StandardizationPartner with regional HR counterparts to develop and implement standardized operating procedures.Ensure consistent HR service delivery and employee experience across regions. Compliance and Risk ManagementMaintain expertise in U.S. and Canadian labor laws and HR compliance requirements.Mitigate risk by ensuring adherence to all employment laws, regulations, and company policies.Promote ethical practices aligned with organizational values. HR Operations LeadershipRepresent North America within the Global HR Operations Leadership Team.Contribute to strategic initiatives and continuous improvement across the global HR function.Act as the HR Operations representative for North America's HR leadership team. Vendor ManagementOversee relationships with HR and benefits service providers.Ensure vendor compliance, performance, and cost-effectiveness.Collaborate with procurement and HR Operations leadership on contract negotiations. Analytics and ReportingEnsure data integrity and accuracy within HR systems.Use analytics to identify operational inefficiencies and drive data-informed decisions.Support automation and process improvement initiatives.Requirements Education: Bachelor's degree in Human Resources, Business Administration, or a related field (or equivalent experience).Professional Experience: 6+ years of experience in HR Operations, including 3+ years in a leadership role.Experience managing HR operations across both the U.S. and Canada in a complex, fast-paced environment.Functional Expertise: Strong knowledge of HR operations processes, employment laws, and compliance (U.S. and Canada).Proven ability to manage multiple HR processes with accuracy, confidentiality, and efficiency.Hands-on experience with HRIS systems (Oracle HCM Cloud preferred; Workday or SAP SuccessFactors also valued).Benefits Administration: 5+ years managing health, dental, vision, life insurance, and retirement plans.Experience with open enrollment, vendor management, and employee communications.Strong knowledge of ERISA, ACA, COBRA, and HIPAA compliance.Recruitment Coordination: Experience supporting full-cycle recruitment (scheduling, communications, offer management).Familiarity with ATS and HRIS tools and strong collaboration with recruiters and hiring managers.Leave Management: Proficiency in administering FMLA, ADA, parental, and other statutory or company-specific leave programs.Strong understanding of compliance requirements and documentation processes.Payroll Support: Experience supporting payroll processing in the U.S. and Canada.Understanding of tax withholdings, wage/hour laws, and payroll audits.Ability to ensure timely and accurate payroll in collaboration with finance/payroll teams.Technical Skills: Expertise in HR Shared Services and process automation.Strong analytical, reporting, and problem-solving abilities.Soft Skills: Excellent communication, leadership, and interpersonal skills.Strong stakeholder management and negotiation abilities.Demonstrated commitment to diversity, inclusion, and continuous learning.Dexian stands at the forefront of Talent + Technology solutions with a presence spanning more than 70 locations worldwide and a team exceeding 10,000 professionals.
