This position provides administrative and clerical support to the Frederick County Division of Solid Waste and Recycling (DSWR) recycling operations and projects. Supervision is received from the Recycling Program Manager thru the Deputy Director and Division Director.

  • Assist with administration of Frederick County’s Curbside Recycling Collection Program, the County Offices Recycling Collection Program and various other recycling programs, to include but not limited to providing telephone callers with recycling information and other referral/assistance as appropriate; resolve daily recycling issues; computer entry of customer service data; monitor contracts; interact with contractors and field staff; compile and prepare reports; etc.
  • Compose, prepare and proof-read correspondence, spreadsheet reports, memorandums, press releases and other written work for personal signature and/or for supervisor’s review and signature
  • Update and maintain manual and computerized files and filing systems, mailing lists, records on landfill and recycling issues, etc.
  • Assist with planning and promoting recycling programs; attend community fairs, festivals, and other events to promote recycling and waste reduction
  • Prepare cash collections for deposits; maintain collection and deposit records; reconcile receipts
  • Assist with preparation of the DSWR annual operating budget
  • Prepare requests for quotes and bids; utilize automated procurement system to process requisitions, purchase orders, payments and other fiscal actions
  • Maintain DSWR website and electronic mailbox
  • Perform other related duties as assigned

  • High school graduation, or the equivalent
  • Minimum 2 years of administrative support work experience that includes customer service responsibilities
  • Intermediate skills in MS Office Suite

KNOWLEDGE / SKILLS / ABILITIES:

  • Ability to effectively organize work, determine priorities, make independent decisions and contractual judgments, and complete assigned duties with minimal supervision
  • Ability to work with sensitive and personal information and maintain appropriate confidentiality
  • Strong and effective math and clerical skills including the ability to accurately compile and verify statistical and financial information in spreadsheets and other formats, and to prepare related forms and reports
  • Strong and effective spoken and written (English) communication skills including proofreading skills (e.g. grammar, punctuation, spelling) and public speaking skills
  • Ability to develop and maintain effective working relationships with co-workers and assigned staff, contractors/vendors and the general public

PREFERENCE MAY BE GIVEN FOR:

  • Experience working with the public in problem-resolution scenarios
  • Experience administering and monitoring service contracts
  • Experience working in waste or recycling collection services

PHYSICAL REQUIREMENTS / WORKING CONDITIONS:

  • While working in this position, the employee is required to constantly sit, walk, and make repetitive motions; frequently reach; occasionally drive; rarely climb, stoop, lift up to 20 pounds, lift between 20-50 pounds, push up to and/or over 40 pounds; pull up to 40 pounds
  • While working in this position, the employee is required to constantly work indoors, occasionally work outdoors, in dirty, dusty, noisy environments, with chemicals or fumes, and may be potentially exposed to infectious diseases; rarely walking on uneven ground, work in hot temperatures above 100 degrees, work in cold temperatures below 32 degrees
  • Ability to provide own transportation to meetings and other events as needed
  • Available for limited evening, weekend and overnight work assignments for special meetings, conferences and other departmental commitments
