Purchasing Specialist/HUB Coordinator

Minimum Experience/Education
Bachelor’s degree; or Associate’s degree and two years of related experience; or an equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.
Preferred Years Experience, Skills, Training, Education
Preferably five or more years in-depth responsibility for working with and procuring complex goods and services (i.e. Information Technology, Facilities, Engineering, Research).
- Ability to take an idea or set of instructions and convey them to individuals or groups in a manner that is comprehensible, building strong professional relationships.
- Intermediate proficiency in Microsoft Excel, PowerPoint, Word, Outlook. Knowledge desirable in Adobe Pro; Visio.
- Possess strong verbal and written communication skills (i.e. memos, letters).
- Comfort level with public speaking (i.e. presentations).
- Ability to facilitate training (i.e. staff and faculty) at all levels within the university and with suppliers.
- Ability to work independently and as part of diverse teams (i.e. departmental and project).
- Strong interpersonal skills to conduct business with professionalism and diplomacy at all levels.
- Ability to adhere to deadlines and multitask to complete daily duties and projects.
Required License or Certification
Certified Contract Administrator (CCA) or Master Contract Administrator (MCA) Certification desirable. If not, it will be required within 24 months of starting job. Membership in the North Carolina MWBE Coordinators Network and United Minority Contractors of North Carolina (UMCNC) required.
Position Overview
Primary Purpose of Position
The position is responsible for acquiring goods and services for the University. The Purchasing Agent/Procurement Specialist interfaces with department personnel and other administrators to ensure the University’s needs are attained, managing vendor relationships through Strategic Contracts and Master Service Agreements.
Primary Function of Organizational Unit
The Procurement Office provides direction over procurement activities within NCA&T, managing all procedural aspects within State and Federal laws, ensuring effective communication with internal and external customers, and maintaining financial oversight.
Key Responsibilities and Related Competencies Required Competency: Knowledge - ProfessionalDuties
- Responsible for procurement principles, assisting customers in acquiring goods/services while driving quality and supplier management.
- Place orders for products and services, manage supplier contracts, and negotiate pricing and contracts.
- Conduct RFQs, RFPs, and IFBs, and serve as liaison with suppliers.
- Develop and maintain supplier relationships and internal departmental coordination.
- Report on metrics and KPIs, developing action plans as necessary.

- Implement and develop the Procurement Services HUB program, engaging minority-owned, women-owned, and service-disabled veteran-owned businesses in university procurement.
- Conduct outreach and assist with the certification process for HUB vendors.
- Generate and submit reports on HUB participation and development opportunities.
