General Function:

Under the general supervision of the Outreach Coordinator II, the Community Outreach Coordinator I is responsible for coordinating volunteer recruitment outreach, client outreach, community partner cooperation, and tax literacy efforts. This position also assists ITIN households as a Certified Acceptance Agent. The position is hybrid, requiring 1-2 days per week at the NE Portland MFS CASH Oregon office, with additional work at other tax sites and partner locations throughout the Portland metro area as needed, along with flexibility for remote work.

Essential Duties and Responsibilities: Community Outreach & Relationship Building
  • Proactively conduct outreach to potential new community partners and maintain existing relationships.
  • Lead and support year-round outreach initiatives to connect with hard-to-reach populations, including:
    • Limited English proficient households
    • Individuals with disabilities
    • Individuals with limited access to internet or technology
    • Immigrant households (especially those needing assistance with ITINs)
    • Individuals experiencing houselessness
  • Collaborate with schools and libraries to organize events and disseminate program information.
  • Assist with outreach efforts related to Earned Income Tax Credit (EITC) and tax-filing resources, working with other MFS programs and external partners (NGOs, schools, universities, government agencies).
  • Tailor and develop tax navigation curriculum to meet the specific needs of partner organizations.
  • Follow up with partner organizations after workshops to support the implementation of EITC and tax navigation outreach.
  • Organize and deliver tax navigation workshops in both English and Spanish, aimed at educating community members and partner organization staff.
  • Lead registration and staffing at community tabling events and resource fairs to promote free tax preparation services and recruit volunteers.
Volunteer Coordination
  • Monitor new volunteer sign-ups and maintain accurate recruitment tracking for reporting purposes.
  • Lead volunteer coordination for the MFS CASH Mobile Pop-up Tax Site, including managing volunteer logistics.
  • Post volunteer positions on relevant online recruitment platforms.
Social Media and Marketing
  • Manage social media channels (Facebook, Instagram, LinkedIn) to promote services, events, and volunteer opportunities, including creating and posting content, moderating comments, and responding to direct messages.
  • Design flyers, signage, and other marketing materials to support outreach efforts and promote individual tax sites.
  • Maintain online informational profiles, including Google Business and 211 listings.
  • Track and maintain outreach promotional materials inventory.
Tax Service Delivery and Client Support
  • Serve as a Certified Acceptance Agent to assist clients in applying for or renewing an Individual Taxpayer Identification Number (ITIN) at Pop-up sites.
  • Serve as backup Site Coordinator for pop-up tax preparation site(s) hosted at community partner locations to serve their clients.
  • Prepare, quality review, and transmit tax returns at CASH Oregon VITA sites.
  • Apply tax knowledge effectively to assist clients with tax filing procedures, including common tax forms and credits, as well as specialized services like ITIN application assistance.
  • Complete provided training and pass IRS certification exams each year
  • Engage with and contribute to CASH Oregons learning culture around tax knowledge and justice

Knowledge, Skills, and Abilities Required Community Outreach & Engagement
  • Strong knowledge of community resources and strategies for engaging diverse populations, including low-income households, immigrants, and individuals with limited English proficiency.
  • Ability to build and maintain collaborative relationships with community organizations, schools, libraries, and government agencies.
  • Experience with outreach strategies to hard-to-reach populations, including people experiencing houselessness, those with disabilities, and others in underserved communities.
Volunteer Coordination
  • Demonstrated ability to recruit, train, and manage volunteers, ensuring effective coordination and scheduling.
  • Strong organizational skills for managing multiple volunteer tasks, events, and volunteer-driven initiatives.
  • Ability to work effectively with volunteers in a team-based environment and to manage logistics for outreach and mobile tax sites.
Communication and Interpersonal Skills
  • Excellent written and verbal communication skills, including the ability to effectively communicate with individuals from diverse backgrounds and varying levels of understanding.
  • Ability to create and deliver presentations, workshops, and training materials in both English and Spanish.
  • Strong interpersonal skills with the ability to respond professionally to inquiries and build rapport with clients, volunteers, and community partners.
Technology and Social Media Proficiency
  • Proficient in using social media platforms (e.g., Facebook, Instagram, LinkedIn) for outreach, promotion, and engagement with the community.
  • Ability to use digital tools to track outreach activities, manage volunteer databases, and create marketing materials.
  • Familiarity with online volunteer recruitment platforms and the ability to design and maintain online profiles, including Google Business and 211 listings.
Tax Knowledge
  • Basic understanding of the Federal and Oregon tax codes and how they affect lower income populations.
  • Experience or familiarity with tax preparation software is highly preferred.
Organizational & Time Management Skills
  • Strong time management skills with the ability to prioritize tasks and meet deadlines in a fast-paced environment.
  • Ability to track multiple outreach events, volunteer activities, and tax filing initiatives simultaneously while maintaining accurate records.
  • Highly organized with attention to detail, especially when managing volunteer sign-ups, outreach materials, and community events.

Education and Experience Requirements:
  • Required fluency in Spanish (reading, writing, listening, speaking).
  • Minimum of a BA/BS in public service, human services, or equivalent related experience.
  • Prior experience in public speaking, delivering presentations and leading workshops is preferred
  • Comfort and professionalism in presenting complex information to diverse audiences including individuals with limited literacy or technical knowledge
  • Preferred experience in tax preparation or related financial fields
Other Requirements:

Personal transportation for travel within the Portland Metropolitan area. A valid drivers license, personal auto liability insurance, and a driving record permitting coverage under the agency auto liability policy are necessary.

MFS requires all employees and volunteers to complete a criminal background check. We review results individually, considering circumstances during the hiring process.

Work Environment:

Work is performed in an office, at community events, and other locations as needed. This position works hybrid working in the office 1-2 days a week as determined with the supervisor. Additionally, occasional early morning, weekend, or evening work may be required.

  • Equipment Handling: Ability to lift and move heavy equipment, including transporting it from site to site with assistance. These activities include the ability to bend, stretch, squat, lift and carry items up to 30 pounds safely on a regular basis. Position will also be walking, regularly using stairs and carrying items into sites, assisting with set up and also assisting with taking down set ups at community event sites.
