ABOUT THIS POSITION
This is centralized procurement work directing the processing of a large volume of procurement transactions for a City department which maintains city-wide geographically based industrial or field facilities or for a department providing information technology services to all city departments. Work includes reviewing and approving a large volume and variety of departmental requisitions, proposals and petty cash requests, and determining cost efficient methods of procuring various commodities and services required by the department. An employee in this class serves as a department’s liaison to the Procurement Department, establishes work relationships and resolves a variety of procurement problems through contact with the central procurement agency and departmental officials. The position in the Automotive Equipment Specialty has additional responsibility for the establishing the same working relationship with the central fleet management agency. Work may involve supervising subordinate personnel engaged in general administration and in the maintenance of the department’s computerized requisition record and tracking system. Work is performed under the general direction of an administrative superior.

Minimum Requirements

Minimum Training, Education & Experience The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.
ANTICIPATED ELIGIBILITY
Candidates who meet all eligibility requirements within six (6) months of the application deadline will be admitted to this examination. Successful candidates will be placed on the eligible list but may not be hired or promoted until all requirements have been satisfied.
1. CIVIL SERVICE STATUS: Presently employed by the City of Philadelphia with permanent Civil Service status and a Performance Rating of Satisfactory or higher.
AND
2. EDUCATION: Completion of a high school degree program.

AND

3. GENERAL EXPERIENCE (GENERAL SPECIALTY): Two years of specialized clerical experience in procurement, accounting, budget, fiscal or contract drafting and processing services in a large department or government agency.

AND

4. SPECIFIC EXPERIENCE: Two years of paraprofessional procurement experience, equivalent to pay range 13 or above, or four years of specialized procurement experience, equivalent to pay range 11 or above, which has included responsibility for preparing and processing requisitions, purchase order requests and small bid purchases, or responsibility for contract processing for a department-wide function.
NOTE: City classes which typically meet the pay range 13 specific experience requirements are Inventory Control Technician, Contract Clerk, Stores Manager, Stores Supervisor, Inventory Field Agent, Administrative Technician and Clerical Supervisor 2. City classes which typically meet the pay range 11 specific experience requirements are Clerk 3 and Procurement Advertising Assistant.

Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

LIST: CITY-WIDE PROMOTIONAL Departmental and interdepartmental promotional eligible lists will be established as a result of this examination. An appointment in any department may be made from either one of the above-established promotional lists as deemed appropriate by the appointing authority.

Candidates who pass the exam and are placed on the civil service list will be retained on the list for a minimum of one year and a maximum of two years after the establishment of the Eligible List.

PREFERENCE FOR PHILADELPHIA RESIDENTS Candidates who have maintained a bona fide residence in Philadelphia for at least one year prior to the date of the civil service examination shall have priority over all other persons receiving an identical test score. If you have maintained a bona fide residence in Philadelphia for at least one year immediately preceding January 8, 2025, you are eligible to claim residency preference.
To receive such preference, candidates must respond to the question regarding residence later in this form.
The response on this application will be used to determine eligibility for preference for residents. Documentation of residence may be required if there is any question as to whether you meet the residency preference requirements.
If an applicant does not respond to the appropriate residence question, it will be assumed that the applicant does not qualify for residence preference. Eligibility for residence preference must be determined by the date of the test administration. No requests for residence preference will be granted after the test administration.
Projected Exam Date This computer-based multiple-choice examination is scheduled for January 8, 2025. Please note that this examination date is subject to change.

Candidates will need access to a desktop computer or laptop with a webcam and internet access to take the examination. Candidates will need to be able to operate computerized software proficiently and independently.
