The Vice Chancellor, Finance and Administrative Services serves as the chief finance officer and reports to the Chancellor. The successful candidate will have proven innovative accomplishments that reflect collaboration and strategic risk taking.

The Vice Chancellor of Finance and Administrative Services has leadership responsibilities and oversight for District-wide financial planning and management, business operations, risk services, safety, facility planning and management, transportation, energy management, and other administrative support services.

Major Responsibilities

  • Provide leadership in strategic planning of fiscal accountability, solvency, and sound business practices regarding the District-wide finance oversight and management.
  • Provide strong leadership for District financial stability and strength.
  • Collaborate as an executive team member.
  • Formulate effective business practices and processes to ensure fiscal efficiency while maintaining quality service.
  • Assist in the development of board policies and administrative procedures in the fiscal and administrative areas.
  • Provide for the fiscal integrity of the District, including oversight of investments and proper expenditures of all District funds.
  • Prepare and present regular and accurate financial reports for the Chancellor, Board of Trustees, and the State Chancellor's Office.
  • Plan and prepare the District's annual budget in accordance with statutory guidelines.
  • Ensure efficient, effective and proper accounting functions for the entire District.
  • Be proactive in pursuing local, state and federal funding to support all District-wide operations.
  • Represent the District in statewide and local budget meetings and communicate the potential impact on the District community.
  • Provide leadership in District-wide sustainability efforts in facilities and energy efficiency, conservation, and management.
  • Provide oversight for all District-wide facility planning, construction, maintenance, and security.
  • Provide oversight in District-wide real estate management and development activities.
  • Responsible for purchasing and bid processing, accounting, budget, payroll, risk services, warehousing, vending, student receipts, auxiliary operations, transportation, and emergency preparedness management.
  • Prepare for annual external and regular internal audits.
  • Provide leadership in negotiation, administration and oversight of District contracts and agreements with external vendors and agencies.
  • Effectively represent the Chancellor and the District.
  • Perform related duties as assigned by the Chancellor.

Minimum Qualifications

Qualifications and Physical Demands

A Master's degree from an accredited institution and one year of formal training, internship or leadership experience reasonably related to the administrative assignment. Demonstrated sensitivity to and understanding of the diverse academic, socio-economic, cultural, disability, gender identity, gender expression, sexual orientation and ethnic backgrounds of community college students and employees.

Desirable Qualifications

  • Five years of successful financial administrative experience in an educational institution.
  • Experience supervising and managing multiple departments within an organization.
  • Demonstrated commitment to the mission of community college programs, services, and student success.
  • Knowledge of California community college funding mechanisms, financial and governmental accounting principles, practices, and procedures.
  • Experience working effectively with students, staff, faculty, employee organization groups, a Governing Board, and community stakeholders.
  • Demonstrated commitment to participatory governance and collaborative decision making.
  • Strong interpersonal communication skills.
  • Ability to make effective public presentations.
  • Demonstrated ability to effectively communicate critical budgetary issues to the community, administrators, faculty, staff, students, and the Board of Trustees.

Conditions of Employment

This is a contract, full-time, 12-month, Executive Level position. The work schedule is Monday through Friday from 8 a.m. to 5 p.m. Flexible schedule and weekends might be necessary to address the needs of programs and job duties.
