Purpose/Summary:

U.S. Marine Management, LLC (USMMI) is providing support to the U.S. Army Pre-Positioned Stock Four (APS-4) Watercraft/Modular Causeway System (MCS) Care of Supplies in Storage (COSIS), Exercise and Maintenance program located at the Watercraft Equipment Base – Yokohama North Dock (WEB-YND) in Yokohama, Japan to support Military and Humanitarian actions worldwide.

The Modular Causeway System (MCS) Maintenance Technician will be responsible for managing the subcontractor labor force while executing COSIS Exercise and Maintenance requirements on a continuous and cyclic basis. The Modular Causeway Systems are comprised of Floating Causeway (FC), Roll-On/Roll-Off Discharge Facility (RRDF), Causeway Ferry (CF), and Modular Warping Tugs (MWT). All accessory components to include Basic Issue Items (BII), On Board Spares List (OBSL), Components of End Item (COEI), Sets, Kits and Outfits (SKO) and Additional Authorization List (AAL) will also be maintained.

The MCS Maintenance Technician will be specifically responsible for overall corrosion maintenance and operational requirements for MCS and Modular Warping Tug configurations. This individual will be responsible to manage maintenance of identified modules and assist with inventories and overall configuration requirements.

This individual will be responsible to maintain CSC inspection certification and capabilities to be able to perform module and container certifications as required.

Key Responsibilities:

  • Daily, will direct, coordinate and monitor, subcontractor labor force and contractor efforts, performance and compliance with safety and environmental requirements, performed work structure, schedules and costs.
  • Conduct and oversee daily MCS maintenance activities of subcontractor labor for unplanned, planned and preventative maintenance requirements for Army Watercraft and Equipment
  • Execute assembly process for MWTs and CF powered sections for Annual Checks and Services and Splash requirements and execute disassembly and recovery upon completion of Annual Checks and Services
  • Advise MCS Maintenance Supervisor of the status of the work in progress, material availability and any potential problems and recommend corrective action measures to ensure that personnel, equipment, material and services are provided as needed.
  • Provide status on directed schedules, cost, contract performance, contractor/vendor performance and maintain all required records.
  • Assist and coordinate Government Furnished Equipment (GFE)/Material Handling Equipment (MHE) support for maintenance activities, OCCM, BIREP and pier support activities.
  • Provide required maintenance forms and documentation submittal for direct support maintenance and CSC inspections.
  • Develop and maintain COSIS Specific maintenance documentation IAW Performance Work Statement requirements as directed by senior management.
  • Perform duties as Vessel Master while underway performing sea or maintenance trials of Army Watercraft Modular Warping Tugs on site and be able to reinstate/obtain and maintain the U.S. Army License level of K40 minimum.
  • Assist the COSIS Vessel Master with ensuring watercraft and operations are maintained and conducted within AR 56-9
  • Perform MCS Modular Warping Tug Logbook entries as required, upload of maintenance documentation into the Global Combat Support System – Army (GCSS-Army) Database, provide job sheets from GCSS- Army for maintenance tasks, management of fault repairs IAW Technical Manuals (TMs), Army Regulations (ARs) and Technical Bulletins (TBs)
  • Research and perform parts ordering through Global Combat Support System (GCSS-Army) and perform parts research and ordering through manufacturers.
  • Manage MCS maintenance requirements and assist with management of BII/OBSL/COEI/SKO Inventory requirements for all MCS.
  • Supports commitment to safety and other selected company standards and certifications.
  • Will perform tasks as requested by the COSIS General Manager in support of COSIS operations that may be outside of normal daily requirements without exception.
  • Perform tasks as requested by senior staff in support of COSIS operations that may be outside of normal daily requirements without exception.
  • Perform additional duties and achieve additional certifications in support of COSIS Operations as requested and appointed by the COSIS General Manager without exception.
  • Performs other position related duties as specified by management without exception.

Position Specifications:

Education and Experience

  • Army Watercraft experienced Senior NCO with 5 - 10 years of Army Watercraft/Modular Causeway System to include Modular Warping Tug Operations experience required.
  • Applicant must have at least 3 years’ experience in the Assembly and Disassembly of U.S. Army Modular Causeway Systems (MCS) and Modular Warping Tugs (MWT).
  • General knowledge of how MCS Systems are utilized in the field.
  • Must be able to obtain/reinstate and maintain a U.S. Army K40 License or hold a current USCG License
  • Candidate must be a U.S. citizen capable of obtaining a security clearance from the Defense Security Service (DSS).

Technical Skills and Competencies Required

  • MS Office Suite (Word, PowerPoint, Excel), MS Outlook, web applications, and document publishing applications (preferable)
  • Excellent written and oral communication skills, and he/she must be adaptive and flexible in meeting the needs of the business.
  • Supports commitment to safety and other selected company standards and certifications.

Physical Demands & Work Environment

The physical demands and work environment characteristics described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Typically, the employee will be required to split time between a general office setting and working on board U.S. Army Class A, B and C watercraft and Modular Causeway Systems, performing sea trials, dock trials and vessel equipment maintenance and operational checks. Vessel work will require employee to wear hearing protection due to high noise decibels. Vessel climates change with the seasons and the employee may be in varying temperatures requiring various protective clothing.

Employee will be required to work outside on vessels performing checks and services, which may be during inclement weather, requiring the wear of rain gear and safety items. In the office setting the employee may sit comfortably to perform the work, usually at a computer terminal – with short breaks or lunch period. Day to day requirements will require some bending/stooping, reaching above shoulder level, walking; standing; carrying of light items such as parts, equipment, papers, books or packages of up to 25 pounds. Should be able to hear & speak clearly using phone / headset to communicate with customers; be able to navigate, view & enter information on the computer.
