The selected candidate will be an employee of Public Health Solutions, a nonprofit organization which is the fiscal and administrative manager of the grant but will work be supervised by DOHMH.

Program Description:

The Center for Population Health Data Science (CPHDS)- launched in October of 2023- aims to catalyze critical data modernization work and enable the agency to make progress toward linking public health, healthcare, and social service for timely and effective public action. We are working towards making these data more accessible, timely, equitable, meaningfully usable, and protected – and actively used to protect and promote the health and well-being of New Yorkers. We aim to strengthen agency-wide data capabilities by empowering our workforce, enhancing intra- and inter-agency data sharing, and using modern technology to yield trusted and integrated data and insights. A real-time and comprehensive view of city needs is needed to enhance public health actions and improve health outcomes for the most vulnerable New Yorkers.  This position will be based at the Health Department’s office in Long Island City, NY, with the possibility of hybrid work. 


Summary of Position:

CPHDS is seeking a skilled and proactive Technical Talent Acquisition Manager to assist with the hiring of key positions that will support and advance CPHDS development. The Center is committed to recruiting and retaining a diverse workforce of employees who share a passion for advancing New York public health systems and promoting health equity.

The Technical Talent Acquisition Manager will report to the Senior Director, Center Development, and collaborate with CPHDS leadership and Administrative teams, and position supervisors to strategically recruit highly skilled candidates.

The Technical Talent Acquisition Manager will:

  • Develop and implement strategy to identify and recruit highly qualified candidates
    1. Work with Admin Senior Personnel Coordinator to maximize use of job boards
    2. Identify possible candidates through LinkedIn and other sites and reach out to them proactively
    3. Develop blurbs for staff to share with their networks, and follow-up on recommendations
    4. Work with academic programs to establish partnership and share positions
  • Support hiring managers as needed
    1. Work with Admin and CPHDS leadership to draft job descriptions
    2. Review and rate candidate CVs
    3. Help identify interview panel members
  • Assist with hiring process
    1. Conduct initial phone screens
    2. Assist hiring manager in developing interview questions and candidate rating sheets
    3. Perform reference checks
    4. Work with Admin team to ensure salary parity and ability to transition staff to City lines
    5. Assist with onboarding and welcoming new employees, working with Admin
  • Project management
    1. Create timelines for hiring process, keep people informed, and ensure progress towards our goals.
    2. Maintain an updated spreadsheet of open positions and status.
    3. Ensure coordination between all the parties involved.
    4. Answer hiring questions from CPHDS team (working with Admin team).
    5. Work with Admin team to ensure salary parity and ability to transition staff to City lines.
  • Perform other related tasks as needed.

Qualifications and Requirements:

  • Bachelor’s degree required, preferably in business administration, human resources, or other related field.
  • Experience in technical recruitment, and use of recruitment methods and tools.
  • Proven ability to write job descriptions and prepare interview questions.
  • Experience in organizing and fostering cooperation between staff.
  • Familiarity with public health, data science or health informatics.
  • Salary: $95,000 - $95,000

  • Strong organization and time management skills; comfortable with multi-tasking
  • Must be able to work in team settings and collaborate effectively with others.
  • Ability to accept and integrate feedback into work.
  • Computer literate and proficient in the use of MS Office.

  • This is a temporary grant-funded position ending November 2027.
  • Preference may be given to individuals residing in New York City (5 boroughs) or surrounding New York State counties.
