- Participate in the development of communications and telephony technical standards and policies.
- Recommend and facilitate quality improvement efforts.
- Test, adjust, and troubleshoot equipment.
- Promote the utilization of technical services to resolve business issues within the agency.
- Participate in the development of communications and telephony requirements based on customer needs.
- Serve as a consultant to agency employees on how to use and program communications and telephony equipment.
- Extensive knowledge of voice and data communications analysis and design techniques, IP Telephony products, and network.
- Advanced knowledge of PBX/Key systems, ACD, IVR, and other telephone technical problems and solutions.
- Advanced knowledge of state procurement policies, procedures, and standards.
- Thorough knowledge of structured cabling systems and industry standards, including outside cable plant, horizontal, and station cabling.
- Considerable knowledge of pagers, cellular phones, and similar wireless devices.
- Extensive knowledge of all guidelines, policies, and procedures related to data and voice services.
- Working knowledge of electrical circuits.
- Ability to read, understand, and interpret complex manuals and blueprints.
- Ability to identify and resolve problems or develop creative solutions when necessary.
- Effectively communicate, both orally and in writing.
