Job Summary

SAIC is seeking a highly skilled Senior Investigative Forensic Analyst to support our Federal Financial agency in enhancing their forensic environment. As a key member of our team, you will play a critical role in processing biometric transactions, developing Laboratory Operating Manual sections, and providing expert training and support on systems used for Multi-Biometric Identification (MBIS).

Key Responsibilities

  • Process incoming biometric transactions from law enforcement agencies, ensuring accurate and timely processing.
  • Develop and maintain Laboratory Operating Manual sections, Standard Operating Procedures, policies, intake forms, reports, and processes for MBIS.
  • Provide expert training and support on systems used for MBIS, ensuring seamless integration and adoption.
  • Assist in the identification of persons of interest by automated or manual biometric identification methods, utilizing advanced analytical techniques.
  • Conduct ongoing quality control reviews of biometric data, correcting records with incorrect subject biometrics or demographics, and maintaining, updating, and correcting records.
  • Participate in annual accreditation audits for the Crime Lab, ensuring compliance with industry standards.
  • Perform automated workflows in systems, ensuring efficient and accurate processing.
  • Support technical and administrative reviews, compiling statistical information related to examination reports.
  • Perform initial image accuracy processing steps for all incoming transactions, ensuring biometric images are captured correctly.
  • Identify problems related to image accuracy and demographic data entry, contacting associated law enforcement agencies to correct transmissions.
  • Verify system results, including review and disposition of automated biometric system candidate lists, and confirm submitted biometric records are assigned to correct and valid file numbers.
  • Identify problems with biometric transactions, documenting specific issues and contacting vendor help desks, system maintenance, and/or information technology staff for assistance.
  • Review and compare biometric images from different sources, assigning proper individual identifying numbers to records in the Laboratory Information Management System (LIMS).
  • Conduct automated and manual biometric comparisons and searches, researching biometric data to support investigative efforts.
  • Review requests for assistance in resolving technical and administrative errors, communicating with staff regarding problems with initiated or verified requests, and reporting to supervisors when multiple issues or trends are observed.
  • Answer phone inquiries from law enforcement agents, departments, and other public agencies to assist in determining type of biometric examination needed.
  • Discuss quality of biometric data needed for accurate comparison and matching, clarifying reasons for rejected biometric data submitted by facilities, and relaying information to Cal-ID staff regarding problematic/rejected biometric transactions.
  • Assist with sealing and/or destruction of biometrics records, reviewing seal/destruction requests to ensure correct records will be sealed/destroyed.
  • Testify in court as an expert witness or fact witness, providing expert testimony to support investigative findings.
  • Support investigative and operational activities, as described in program areas above.
  • Assist in developing, deploying, maintaining a suite of data analytic and forensic tools and data store to further the agency's core mission.
  • Provide forensic user support for on-premises cloud or off-premises government cloud environments.
  • Provide onsite data center support for forensic systems, including uploading forensic images, connecting drives, and deploying and maintaining cloud environments used for digital forensic analysis.
  • Respond to cloud and other large seizures by providing rapid system configurations and support.
  • Support customer tickets within 24-36 hours for 2500 persistent Virtual Machine, physical machines connected to an Azure environment, and around 3000 users.
  • Automate system reporting, statistics, user permissions, application streaming.
  • Support daily case support.
  • Comply with and assist in maintaining all General Support System (GSS) System Security Plans (SSP) and Internal Revenue Manual (IRM) standards for CI environments.
