About the Role

We are seeking a highly skilled and experienced Procurement Manager to join our team at CAPPS, Inc. as a Purchasing Supervisor. This is a key role that involves overseeing the procurement process, ensuring compliance with regulations, and managing a team of procurement professionals.

Key Responsibilities
  • Supervise and coordinate the procurement process, including the development of procurement plans, bid solicitations, and contract awards.
  • Ensure compliance with state and federal regulations, as well as agency policies and procedures.
  • Manage a team of procurement professionals, providing guidance, training, and support to ensure successful completion of procurement tasks.
  • Develop and implement procurement strategies to achieve cost savings and improve procurement efficiency.
  • Collaborate with internal stakeholders, including budget, legal, and contracting teams, to ensure seamless procurement processes.
  • Investigate and resolve procurement issues, ensuring timely and effective resolution.
  • Act as a subject matter expert on procurement policies, procedures, and regulations.
  • Develop and maintain relationships with vendors, suppliers, and other stakeholders to ensure successful procurement outcomes.
Requirements
  • Bachelor's degree in a related field, such as procurement, supply chain management, or business administration.
  • At least 8 years of experience in procurement, with a minimum of 3 years in a supervisory role.
  • Proven track record of successful procurement management, including experience with contract administration, bid solicitation, and contract award.
  • Strong knowledge of state and federal regulations, as well as agency policies and procedures.
  • Excellent communication, leadership, and problem-solving skills.
  • Ability to work in a fast-paced environment, with multiple priorities and deadlines.
Preferred Qualifications
  • Experience with procurement software, such as CAPPS, and other procurement systems.
  • Knowledge of contract management, including contract administration, bid solicitation, and contract award.
  • Experience with vendor management, including vendor selection, contract negotiation, and contract administration.
  • Certification as a Certified Texas Contract Manager (CTCM) or Certified Texas Contract Developer (CTCD).
