Transportation Access Specialist

About the Position
Hennepin County's Public Works line of business is seeking a Transportation Access Specialist to expand transportation access for vulnerable populations. The successful candidate will work closely with county stakeholders to improve transportation access and engage with the community to identify ways to consolidate and create programs to improve transportation outcomes.
Key Responsibilities
- Develop an engagement plan to inform community members about available services and options.
- Work with community stakeholders to develop a strategy to solve transportation access problems in Hennepin County.
- Create and staff a Transit Coordination Assistance Project Advisory Committee to make key decisions about transportation access in Hennepin County.
- Determine long-term potential for trip sharing among providers, including identification of technology to facilitate that effort.
- Oversee, negotiate, draft, manage, and administer contracts and schedules with consultants, contractors, and external organizations.
- Develop strategies to collect data, track progress, and inform future planning efforts.
- Identify sources of funding for potential projects.
Requirements
- Bachelor's degree or higher in urban/city planning, public policy, public administration, business administration, research methods, statistics, behavioral/social science, public health, computer science/MIS, management science, or a field appropriate to the area of specialization, and one year or more of relevant planning analyst experience.
- Bachelor's degree or higher in any field, and a minimum of two courses in research methods, analysis, statistics, project management, planning, or evaluation, and 18 months or more of relevant planning analyst experience.
- Master's degree or higher in urban/city planning, public policy, public administration, business administration, research methods, statistics, behavioral/social science, public health, computer science/MIS, management science, or a field appropriate to the area of specialization.
Preferred Qualifications
- Experience creating and implementing new programs/policies in transit and mobility services.
- Designing and implementing complex projects or initiatives from beginning to completion.
- Partnering with regional stakeholders in the field of administering transportation programs.
- Designing and implementing community engagement plans.
- Creating and managing contracts with outside agencies.
