Position Overview

In response to our ongoing expansion, TRC Field Services (FSV) is looking for additional Lead Commissioning Engineers to enhance our Client Teams nationwide, with a particular focus on the California market.

With a workforce of over 200 skilled utility and industrial commissioning engineers and testing technicians, TRC provides comprehensive, cost-efficient solutions safely to our Electric Utility Clients while offering premier training programs and mentorship opportunities in the industry, alongside excellent benefits.

TRC stands as one of the foremost national providers of testing and commissioning services. Our personnel undergo rigorous in-house training, ensuring efficient project initiation and compliance with your specific standards and specifications. We adhere to well-established procedures and protocols to guarantee safe and thorough planning and testing, effectively managing risks and safeguarding ongoing operations.

Key Responsibilities

Responsibilities include:

  • Plan, coordinate, execute, and document all commissioning activities (from pre-commissioning through construction, testing, energization, and project closure) for various utility substation protection, control, and power circuits in alignment with TRC's and Client's requirements, budgets, and timelines.
  • Review wiring diagrams, schematics, and engineering documents prior to project initiation and outages.
  • Conduct troubleshooting and problem analysis related to protection and control systems and utility substation equipment, addressing issues such as Application Errors, Drawing Errors, Wiring Errors, Settings Errors, Equipment Malfunctions, and Battery Ground Faults.
  • Participate in project meetings, including kickoff, planning, progress, and lessons learned sessions.
  • Prepare comprehensive daily, weekly, and project completion reports detailing project progress, issues, recommendations, test results, and analyses.
  • Assist in developing project-specific testing and commissioning plans, energization strategies, and other relevant documentation.
  • Identify risks and develop mitigation strategies for utility systems and equipment. Create a Site Risk Assessment to document high-risk construction and commissioning activities, formalizing processes for circuit isolation and restoration to ensure safety and prevent unintended operations.
  • Ensure all necessary tests and commissioning activities are performed on every piece of equipment or system according to planning and project documents, with all test results properly recorded and distributed.
  • Develop and review detailed test reports for various types of electrical equipment.
Qualifications

Required qualifications include:

  • A Bachelor of Science degree in Engineering (Electrical or Power Systems preferred) from an accredited institution, with 10+ years of relevant experience in testing and commissioning services (Electric Utility experience preferred, but candidates with experience in commissioning complex commercial or industrial equipment, including protective relays, will be considered).
  • Proven ability to read and interpret construction and manufacturer's drawings and specifications, as well as schematic diagrams.
  • Strong understanding of electrical protection systems, including relay communication; basic knowledge of AC and DC schematics, wiring, and one-line and three-line interconnection diagrams.
  • Prior experience with medium and high voltage substation and power plant equipment, including basic apparatus testing and interpretation of test results.
  • Solid knowledge of substation utility protection and control circuits, with the ability to perform commissioning activities and interpret results under supervision.
  • Experience with Doble Protection Suite and/or ProTest, SEL AcSELerator, Enoserv RTS is highly preferred.
  • Must possess current US work eligibility and a valid driver's license in good standing.
  • Willingness to travel out of town for extended periods and work flexible hours, including weekends, overtime, holidays, and night shifts.
  • Excellent verbal and written communication skills, with the ability to effectively engage and negotiate with clients and team members.
