Job Overview:

Under the direct guidance of the Regional HIV/STD Manager, the Surveillance First Line Team Lead (FLT) acts as the primary supervisor for a team comprising up to two Disease Intervention Specialists (DIS) and two to four Surveillance Reporting Specialists (SRS).

The FLT undertakes intricate oversight, administrative, and technical responsibilities to ensure adherence to program objectives as outlined by state and federal regulations, aligning with the typical functions of a Front Line Supervisor.

With a collaborative management approach, the FLT nurtures teamwork and serves as a mentor and coach for team members. They provide comprehensive training for new personnel, assisting them in cultivating effective work habits and establishing daily priorities.

Accountability measures are developed, routine audits are conducted, and performance/productivity is continuously monitored, allowing for effective guidance and the identification of training opportunities for staff.

Complex consultation and technical support regarding HIV/STD matters are provided to local health departments, public health clinics, healthcare providers, the general public, correctional facilities, and various governmental agencies.

The FLT is regularly exposed to sensitive language and imagery related to sexual health.

Comfort in discussing these topics with staff and supporting patients in sharing intimate details regarding sexual activity is essential.

Working with minimal supervision, the FLT exercises considerable initiative and independent judgment in fulfilling the responsibilities of the role.


Compliance with Immunization Policy is mandatory:
Evidence of immunity or vaccination against measles, mumps, rubella, varicella (chickenpox), Tdap, annual influenza vaccination, and hepatitis B is required.

Key Responsibilities:

40% Team Oversight and Training: The FLT provides extensive training for new staff, sets daily work objectives, and collaborates with the program manager to identify development opportunities for team members.

Daily direction, coaching, and mentoring are provided using a participatory management style that promotes teamwork to achieve program goals. Employee performance is consistently evaluated and documented. Surveillance activities are conducted in accordance with established performance standards, with regular staff meetings and data reviews held. Effective technical guidance is provided to ensure accurate and efficient completion of surveillance and reporting duties.

35% Quality Assurance:

To ensure progress toward HIV/STD program objectives, the FLT continuously monitors team member performance, providing effective guidance and direction.

Audits of pouch, field, case management, and interviews are performed to assess individual DIS performance, while data reviews monitor SRS performance. Reports from data management systems are generated, reviewed, and analyzed. The FLT evaluates procedures related to Congenital Syphilis (CS) and AIDS Case Report forms for accuracy and timeliness, implementing improvements as necessary.

Regular communication with the Regional HIV/STD Manager regarding team performance is maintained, assisting in the development of performance improvement plans to meet program objectives.


15% Surveillance and Monitoring:

The FLT supports surveillance efforts by consulting with hospitals, laboratories, and healthcare providers to verify reported HIV/STD data and obtain new laboratory reports.

Compliance with testing, treatment, and reporting guidelines is ensured through consultations with medical providers, hospitals, laboratories, public health clinics, and county health departments. Disease and morbidity trends are monitored, with significant findings reported to the Regional HIV/STD Manager.

Collaboration with prevention contractors, local health departments, and healthcare providers is essential to conduct outreach screenings targeting high-risk individuals.

Positive community relations are always promoted, with data analysis and report preparation supporting program objectives.

Administrative Responsibilities:
Administrative tasks are performed in accordance with established policies, protocols, and guidelines. The FLT consults with the Regional HIV/STD Manager to identify areas for improvement and actively participates in required program-related meetings. Proficiency in technical and computer skills is maintained. A cooperative and communicative approach to problem-solving is promoted, collaborating with other FLTs to develop training, reports, policies, protocols, and guidelines. Upon request, HIV/STD presentations and training are provided. Special projects may be undertaken at the request of the Regional HIV/STD Manager.

5% Additional Duties: Other responsibilities may include participating in disaster response and recovery efforts or Continuity of Operations (COOP) activation, which may require alternate shift patterns or locations.

Required Knowledge, Skills, and Abilities:
Knowledge of medical terminology related to HIV/STDs.
Understanding of HIV/STDs, including symptoms, diagnostic techniques, treatment guidelines, prevention methods, social implications, and epidemiology.
Familiarity with DSHS DIS Performance Standards and HHS/DSHS policies and procedures.
Knowledge of federal and state public health laws and regulations regarding HIV/STD testing, treatment, reporting, and confidentiality.
