We are seeking a highly skilled Human Resources Specialist 2 to join our team at StateJobsNY. As a key member of our labor relations team, you will be responsible for providing expert advice and guidance on labor relations and employee relations matters.
Key Responsibilities- Supervise the performance of labor relations operations and maintain an adequate and competent workforce.
- Provide advice and consultation to program managers and supervisors on labor relations and disciplinary matters.
- Monitor the timely processing of Step 1 grievances and gather evidence, schedule hearings, and prepare written grievance decisions.
- Participate in various agency-level labor management meetings and subcommittees, including serving as the Health & Safety Committee meeting chairperson.
- Conduct and/or assist in employee misconduct investigations, gather documents and statements, conduct interviews and interrogations of employees, and write investigative summaries.
- Act as a liaison with the Justice Center, OIIA, and ADID Investigators, monitor the labor relations inbox, and perform associated duties ensuring all requests are met in a timely fashion.
- Assist the Employee Relations team in preparation of Article 33 Arbitrations and implement awards and decisions determined by Arbitration Hearings/settlements.
- Administer Employee Relations processes as assigned, including Reasonable Suspicion, Employee Health Services (EHS) referrals, and Workplace Violence Coordinator and Domestic Violence Agency Liaison (DVAL) duties.
- Must have 12 months of permanent competitive or 55-b/55-c service as a Human Resources Specialist 1, Human Resources Specialist Trainee 2, or Human Resources Specialist Trainee 1.
- Must be a qualified employee of New York State and have had 12 months of permanent competitive or 55-b/55-c service as a Human Resources Specialist 1, Human Resources Specialist Trainee 2, or Human Resources Specialist Trainee 1.
- Must be able to work confidentially, independently, act discreetly, and exercise good judgment.
- Must be able to provide exceptional customer service, maintain positive relationships with our union partners, and exemplify our values at all times.
