Position Overview:

Seneca Global Services, LLC is currently seeking a Senior Planning Analyst to support various programs within the Office of Human Services Emergency Preparedness and Response (OHSEPR). This role is crucial for enhancing the effectiveness of emergency management operations.


Key Responsibilities:

  • Develop and implement emergency management standards, regulations, and training procedures to mitigate hazards.
  • Prepare emergency management policies, plans, and conduct risk assessments.
  • Evaluate compliance of emergency management processes with established directives and regulations.
  • Provide expert advice on preparedness and response to natural and man-made disasters.
  • Formulate plans to maintain essential functions during emergencies.
  • Coordinate and execute exercises in line with the Homeland Security Exercise and Evaluation Program (HSEEP).
  • Assist in major activities to ensure operational continuity during incidents.
  • Develop operational concepts for casualty management and disease outbreaks.
  • Analyze and implement activities supporting Continuity of Operations and Government.
  • Engage stakeholders to reduce disaster impacts and enhance preparedness.
  • Coordinate training and exercises for emergency response and preparedness.
  • Manage emergency management program components during responses.
  • Integrate diverse populations into emergency preparedness efforts to ensure equitable access.
  • Assess resource needs and capacities for emergency activities.


Qualifications:

  • Bachelor's degree with a minimum of 10 years of relevant experience, or a master's degree with 6 years of experience.
  • Proven experience in directing response and recovery planning in public or private sectors.
  • Experience advising senior executives on emergency management initiatives.
  • Ability to utilize program analyses for operational improvements.
  • Expertise in providing guidance to stakeholders on federal emergency management initiatives.
  • Proficiency in productivity tools (MS Office Suite) for data analysis and report generation.
  • Demonstrated ability to manage multiple tasks efficiently.
  • Experience in supervising technical and administrative teams.
