We are currently seeking a Senior Emergency Management Analyst to join our team. This role is crucial in supporting all programs under the Office of Human Services Emergency Preparedness and Response (OHSEPR). The responsibilities of this position encompass a wide range of emergency management functions, including:
  • Formulating and executing emergency management standards, regulations, and training procedures to mitigate risks;
  • Creating and refining emergency management policies, plans, and risk assessments;
  • Evaluating emergency management processes for compliance with established directives and regulations;
  • Providing expert guidance on preparedness and response strategies for various disaster scenarios;
  • Developing operational plans to maintain essential functions during emergencies;
  • Coordinating and conducting exercises aligned with the Homeland Security Exercise and Evaluation Program (HSEEP);
  • Facilitating major activities to ensure operational continuity during incidents;
  • Designing concepts of operations for casualty management and public health emergencies;
  • Reviewing and implementing continuity plans for operations and government;
  • Engaging stakeholders to enhance disaster resilience and reduce impacts;
  • Delivering training and exercises to improve emergency preparedness;
  • Overseeing emergency management program components during responses;
  • Integrating diverse populations into emergency planning to ensure equitable access;
  • Assessing resource needs and capacities for effective emergency operations.
Qualifications:
  • A bachelor's degree with at least 10 years of relevant experience, or a master's degree with 6 years of experience;
  • Proven experience in directing emergency response and recovery planning;
  • Experience advising senior leadership on emergency management initiatives;
  • Ability to utilize program analyses for operational improvements;
  • Experience providing technical assistance to human and social service providers;
  • Expertise in quality assurance and process improvement for emergency management;
  • Proficiency in productivity software (MS Office Suite) for data analysis and reporting;
  • Strong organizational skills to manage multiple tasks effectively;
  • Experience supervising a team in a technical and administrative capacity.
