As a key member of our finance department, you will be responsible for assisting in the execution of the Program's Budget through the creation and maintenance of spend plans, requisitions, and their supporting documents.

Key Responsibilities:
  • Assist with Budget Planning: Collaborate with the finance team to develop and maintain spend plans, ensuring accurate and timely execution of the Program's budget.
  • Coordinate Financial Data: Work closely with Government officials, including Business Financial Managers, Program Managers, Contract Managers, Contracting Officers, and Contracting Specialists, to ensure seamless coordination of financial data.
  • Support Day-to-Day Operations: Contribute to the maintenance of current resources to support the day-to-day mission activities of the Program.
  • Validate and Complete Unliquidated Obligations: Assist in the validation and completion of Unliquidated Obligations (ULOs) to ensure accurate and timely financial reporting.
  • End of the Year Activities: Collaborate with the Government Business Contract Management Offices to conduct End of the Year activities and complete Actual data calls.
  • Enter Requisitions: Enter requisitions in the Agency's financial management system, ensuring all necessary information and documentation are included.
  • Prepare Military Interdepartmental Purchase Requests (MIPRs) and Economy Act Orders (EAOs): Prepare non-complex MIPRs and EAOs, along with their associated requisitions, to ensure timely and accurate financial reporting.
  • Process Incoming MIPRs and EAOs: Process incoming MIPRs and EAOs using standard BM&A process to ensure Agency acceptance.
  • Create and Maintain Spend Plans: Create and maintain spend plans in the Agency's financial management system to document Government-specified requirements.
  • Modify Requisitions and Documentation: Modify requisitions and associated documentation to comply with Contracting's guidance and assist in the obligation of funds.
  • Track Requirements: Assist Government Program Managers (GPMs) in tracking requirements through execution by tracking and monitoring requisitions through the approval and certification process.
  • Pull Financial Reports: Pull financial reports/data from Agency systems to ensure accurate and timely financial reporting.
  • Utilize Established Policies and Procedures: Utilize established acquisition and financial management policies, procedures, regulations, and tools to ensure compliance and accuracy.
Qualifications:
  • Eight (8) years of DoD/IC experience: Possess eight (8) years of experience in the DoD/IC, or ten (10) years of experience in the DoD/IC/commercial purchasing or finance field, with a Bachelor's degree in a business-related field.
  • Experience in Budget Planning and Execution: Possess experience in budget planning, budget preparation, and budget execution for acquisition programs.
  • Proficiency in Microsoft Excel: Possess proficiency in Microsoft Excel, including creating formulas and pivot tables.
  • Proficiency in PowerPoint: Possess proficiency in PowerPoint, including importing Excel data into presentations.
  • Program Management Professional (PMP) Certification: Possess a PMP certification, or a Certified Defense Financial Manager (CDFM) certification, or a DAWIA Level I in Business/Financial Management certification.
