Job Summary:

The Oregon Department of Early Learning and Care is seeking a highly skilled and experienced Child Care Enforcement Operations Director to oversee the Central Office Unit Managers and other enforcement personnel. This role will be responsible for managing the intake of complaints, leading investigations into potential violations of child care statutes and administrative rules, and executing enforcement actions in alignment with Oregon's Child Care provider laws and regulations.

Key Responsibilities:

Oversee the Central Office Unit Managers and other enforcement personnel
Manage the intake of complaints and lead investigations into potential violations of child care statutes and administrative rules
Execute enforcement actions in alignment with Oregon's Child Care provider laws and regulations
Oversee the Central Background Registry (CBR) and ensure accurate and timely background checks
Collaborate with internal teams and external partners to achieve common goals

Requirements:

Six years of supervision, management, or progressively related experience; OR three years of related experience and a bachelor's degree in a related field
Strong leadership skills, with the ability to inspire and guide teams toward achieving strategic goals
Excellent written and verbal communication skills to engage with internal teams, affected parties, and external partners
Demonstrated ability to develop and execute long-term strategic plans
Strong decision-making abilities, especially in high-pressure situations in a regulatory compliance and enforcement environment
Experience in collaborating across various departments or agencies to achieve common goals
Comfort with using data and performance metrics to drive decisions and enhance operational efficiency
High ethical standards and a commitment to protecting the public and ensuring child safety

This position is subject to both a Child Protective Services and Criminal Justice Information Systems (CJIS) check, including FBI fingerprinting, and will be required to enroll in the Central Background Registry. Both of these checks must be completed and approved prior to starting with the agency. The results can take 1-3 weeks to get back. Adverse background data will be grounds for immediate disqualification. This position will require occasional travel to field offices and for meetings, therefore, a valid driver license and acceptable driving record is required, unless the successful applicant can provide a satisfactory alternate mode of transportation.
