Job Overview

This role is essential for the effective management operations within the Directorate/Program. The individual in this position will provide expert advice and direction to senior leadership and other officials regarding program formulation, budgeting, planning, development, execution, and evaluation.


Key Responsibilities:
  • Formulate and revise the mission statement, goals, and objectives of the office, along with the necessary organizational structure and job descriptions;
  • Enhance and update management processes and controls within the office;
  • Support the creation of formal operating policies and procedures for the office and specific units;
  • Facilitate the coordination of program roles and responsibilities through the negotiation and updating of agreements;
  • Oversee the budget planning process and prepare comprehensive budget documents, including justifications;
  • Identify and address complex and sensitive program management challenges across various support and delivery activities;
  • Provide briefings to officials within the government and partner nations on management, operations, budget, and key program issues;
  • Advise on the design and delivery of training curricula to meet the evolving needs of participant nations;
  • Assist in selecting participant nations and establishing tailored policy and training objectives;
  • Monitor the acquisition and distribution of specialized equipment;
  • Recommend and assist in the administration of contracts and agreements for specialized services and equipment;
  • Support the development of guidelines for sustaining knowledge and skills acquired by participant nations, including exit strategies;
  • Produce authoritative reports and documentation regarding program activities.

Qualifications and Skills:
  • Must be a US citizen and possess or be eligible for a TOP SECRET clearance;
  • A Master's degree is mandatory;
  • At least ten (10) years of experience managing a program with an annual budget exceeding $10 million, including demand analysis, delivery planning, budget formulation, and operational efficiency;
  • A minimum of five (5) years of experience in US Diplomatic or Consular roles;
  • Strong technical understanding of strategic, operational, and tactical environments;
  • Prior experience in senior liaison or attaché roles;
  • Proven ability to operate within political and operational security frameworks at a senior level;
  • Exceptional written and verbal communication skills;
  • Familiarity with organizational design, operational planning, budgeting, and logistics within the Department of State;
  • Willingness to travel domestically and internationally, including to developing regions;
  • Proficient in Microsoft Office applications (Word, PowerPoint, Excel).
