Job Summary

The Ministry of Defence is seeking a highly skilled and experienced professional to lead the Capability Coherence team, driving and enabling joined-up cooperation with the US. As a key member of the British Defence Staff United States (BDSUS), you will provide the central coordinating function for UK engagement of the US on capability matters across lines of development, owning our strategic priorities on reducing barriers to cooperation between the UK and the US.

Key Responsibilities
  • Lead the Capability Coherence Team to champion and develop capability policy and improved access components of the BDSUS Strategy Refresh.
  • Develop, sustain, and deepen a broad and diverse network of US (and allied) stakeholders across Government, academia, Congress, industry, and think tanks.
  • Cohering cross-BDSUS issues including climate change and sustainability, economic security, Defence Industrial Base strategy, and supply chain resilience.
  • Engage and work across the British Defence Staff and the wider Embassy in Washington to ensure defence equities are reported and reflected in wider HMG work.
  • Lead BEW and BDSUS efforts on AUKUS Pillar 2 and bilateral capability development efforts with US (and Australia in an AUKUS context) colleagues and report significant developments as they arise.
  • Lead delivery of the bi-annual UK-US Defence Dialogue, co-chaired by MOD Permanent Secretary and the Vice Chief of Defence Staff (VCDS) and their counterparts in the DOD.
  • Oversee VCDS and Deputy Chief of Defence Staff Military Capability (DCDS(MilCap)) US engagement, including coherence on Defence Force Development in partnership with colleagues leading on associated strategy and conceptual elements.
  • Provide robust advice to senior MOD and BEW officials to inform decisions on the future size and shape of bilateral (UK-US) and trilateral (AUKUS) capability cooperation.
  • Represent Minister Counsellor DAT where needed as a member of the DAT Senior Management Group.
Requirements
  • Strong understanding of UK Defence (especially the development of capability-related strategy) and wider Government.
  • Ability to work closely with various communities across the Pentagon, wider US Administration, Congress, Think Tanks, industry, and academia.
  • High degree of autonomy and senior engagement, with a proven ability to work diplomatically with stakeholders both within and outside of Defence.
  • Sensitivity to political context.
  • Ability to travel within the USA and the UK.
  • Securing DV clearance.
Benefits

The Ministry of Defence offers a competitive salary of £67,820, plus a contribution towards the Civil Service Defined Benefit Pension scheme. Additionally, you will receive relocation and living allowances, including MOD funded accommodation, a Cost of Living Allowance (COLA), a transfer grant, and relocation allowance and/or storage depending on circumstance.
