Job Description

The CalSTRS Enterprise IT Governance Division is seeking a highly motivated individual to work as an Information Technology Specialist I in the Enterprise Architecture Unit within the Technology Services Branch.

The Technology Services' Enterprise IT Governance Division oversees the development and execution of CalSTRS IT strategic plan, guides technology decisions and investments, and ensures the effective and efficient use of technologies through IT business governance frameworks, guiding principles, and IT policies and standards.

The Enterprise Architecture Division ensures CalSTRS is effectively and efficiently using its Information Technology (IT) resources to meet its strategic goals.

We accomplish this by doing the following:

  • Provide direction on future technology adoption to ensure desired business outcomes are met.
  • Develop, implement and maintain IT principles, policies and standards to guide organizational decision making on technology.
  • Develop, implement and maintain IT methodologies and processes to ensure we are efficient and effective in our work.
  • Document and analyze architectures from different viewpoints to enable informed decision making.
  • Maintain current state architecture documents that describe the enterprise view of CalSTRS.

The team is comprised of architects from different domains who are highly knowledgeable and motivated in researching, analyzing, planning, and providing and communicating IT recommendations to enable CalSTRS to successfully achieve its goals.

Under the direction of the Enterprise Architecture Manager, the Enterprise Architect serves as the project leader on the researching, designing, planning, developing, documenting, and maintaining CalSTRS Information Technology (IT) architectures.

The Enterprise Architect partners with business and IT teams to understand business needs and the current technology landscape in order to develop architectures where IT supports the achievement of business goals.

The Enterprise Architect develops and evolves artifacts such as reference models, standards, processes, architectural assessments and roadmaps.

The duties the Enterprise Architect performs require regular innovative problem-solving within broadly stated and non-specific guidelines.

The ideal candidate will possess the following skills:

  • Experience researching and analyzing technologies or trends to make written recommendations or presentations.
  • Experience with designing, diagramming/modeling, or implementing IT systems or software.
  • Experience with one or more IT disciplines such as business analysis, information/data analytics and visualization, database management/operations, application development, system integration/middleware, system analysis, solution architecture, information security, virtualization, or cloud technologies.
  • Experience as a technical lead for system administration/support, system analysis, or project implementation.
  • Experience working with customers to identifying technology solutions to meet desired business goals.
  • Bachelor's degree in business, computer science, computer engineering, electrical engineering, system analysis or a related field of study, or equivalent experience.
  • Experience configuring, maintaining, or using EAS Essential cloud, or other enterprise architecture repository.
  • Experience with The Open Group Architecture Framework (TOGAF), or other enterprise architecture frameworks, techniques, and practices.

Every 12 months, based on performance evaluation, employees may receive a 5% salary increase until they reach the maximum salary for the position.

We offer a hybrid approach including in-office and remote work solutions with staff working on-site at our Headquarters in West Sacramento 2 days per week.

Working Conditions

All staff of CalSTRS are employees of the State of California and subject to California employment taxes and withholdings.

Upon appointment, staff are required to provide a current California address to CalSTRS Human Resources to be used as a remote work location.

Prior to employment with CalSTRS, a background investigation (BI) will be conducted.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Two years as an Information Technology Associate in State Service; or

Four years of general information technology experience performing technical and/or analytical tasks for computer systems or services in any of the six domains or emerging information technology fields; or

120 semester units (or 180 quarter units) from an accredited college or university including at least 15 semester units (or 22.5 quarter units) of information technology or closely related course work; or

Any equivalent combination of experience and education.
