Position Summary: The Utility Construction Manager plays a pivotal role within the Construction Team, reporting directly to the Construction Program Leader or Manager. This position is responsible for directing and supervising construction crews involved in water and wastewater projects, including Foremen, Operators, and Workers. The Utility Construction Manager will handle a variety of technical and administrative tasks, including team composition, work planning, quality assurance, cost management, safety compliance, and fostering positive team dynamics.
Key Responsibilities:
- Collaborate with the Construction Program Leader to oversee construction activities across all phases of utility system projects.
- Supervise construction crew members, ensuring effective performance and adherence to safety protocols.
- Manage daily operations and schedules for construction personnel, promoting efficiency and productivity.
- Lead by example in quality management and continuous improvement initiatives.
- Ensure compliance with safety regulations and policies, coordinating with the Environmental Health and Safety (EH&S) Coordinator.
- Conduct safety meetings and inspections, maintaining thorough documentation of safety practices.
- Oversee equipment procurement and assess field personnel needs regarding equipment use and management.
- Evaluate daily operations, review project drawings, and manage material procurement to minimize inventory costs.
- Provide detailed scope of work, productivity estimates, and schedules for capital projects.
- Address customer service issues and maintain strong relationships with stakeholders.
- Mentor and supervise field personnel, facilitating their professional development.
- Develop and implement effective employee relations strategies, including performance evaluations.
- Ensure compliance with budgetary constraints and participate in budget development.
- Foster employee development through training and skill enhancement initiatives.
- Ensure accurate daily data collection and electronic submission by field teams.
- Report unsafe conditions to the EH&S Coordinator and/or Construction Program Leader.
- Participate in the initiation of new crews as required by contract awards.
- Maintain positive relationships with governmental entities relevant to operations.
- Travel as necessary to meet operational needs.
- Assume the role of Construction Program Leader when required.
- Perform additional duties as assigned.
Qualifications:
- High school diploma or equivalent required.
- A minimum of eight (8) years of experience in water and wastewater system construction.
- At least four (4) years of supervisory experience in utility construction projects.
- Proficient in trench box handling and quick shoring techniques.
- Strong understanding of utility plans and specifications.
- Skilled in using lasers, line and grade, excavation, and dewatering methods.
- Commitment to delivering quality service.
- Strong communication and organizational skills with a keen attention to detail.
- Proficient in operating heavy machinery and instructing others in its use.
- Must possess a valid Driver's License and be a United States Citizen.
- Basic computer skills are required.
- Knowledge of general hand tools and power tools.
- Must complete Federal OSHA and/or State Mandated Safety training, with annual refreshers as necessary.
