Job Summary

We are seeking a highly skilled Transportation Engineering Technician to join our team at the West Virginia Transportation Department. As a key member of our team, you will be responsible for performing full-performance duties associated with highway and bridge construction and maintenance, including planning, design, surveys, materials, construction inspection, utility placement and relocation, traffic operations, and bridge safety.

Key Responsibilities
  • Perform and supervise materials testing in the field and in district and central laboratories, including sample and core selection, collection and preparation for shipment, adequacy of coverage, recording of determinations and certificates.
  • Perform, supervise and coordinate construction surveys, including Chief of Party duties, layout and staking of drainage, grade, line, earthwork, curbs and gutters, and preparation of as-built reports and quantity surveys.
  • Read and utilize complex plans and specifications, review consultants plans, specifications and bid proposals.
  • Assure compliance with OSHA and other safety requirements, assure availability of first aid and emergency services on job.
  • Coordinate traffic controls and detours on job.
  • Inspect and verify compliance with federal, state and local requirements for special programs.
  • Coordinate activities with utilities, local governments and citizen interest.
  • Assure basic erosion controls during construction.
  • Compute, check and verify quantities and costs of line items.
  • Inspect and record steel and concrete structures, including staking and layout, forming, curing, stripping, finishing, and treating concrete structures in all weather, placement of reinforcing steel on concrete structures, erection and removal of falsework on steel structures, fastening and seating on steel structures.
  • Communicate with the public and prepare written correspondence and reports.
  • Maintain property records and safeguard instruments, supplies and equipment.
  • Coordinate complete bid proposal for a standard project, including adequate provisions for compliance with all Federal, State, Local and American Association of State Highway and Transportation Officials (AASHTO) requirements, cost estimates, time estimates and bidding procedures.
  • Conduct initial review of bids and formulation of recommendations for award of a contract.
  • Coordinate drafting, computing and reproduction processes for a complex project.
  • Conduct plans-in-hand inspection of projects.
  • Develop ownership agreement and work sheet for relocation of utilities or railroads.
  • Review and process permit application for utilities or land developers.
  • Review shop and erection drawings for a steel structure, review adequacy of soil boring data for design of highway section.
  • Compilation and application of materials specifications to design of standard projects.
  • Organize work crews with appropriate equipment and materials for performance of maintenance or repair projects, schedule routes for recurring maintenance and inspection work.
  • Supervise truck drivers and heavy equipment operators to assure safe and efficient use of equipment, supervise the Bituminous or Portland Cement Concrete patching operations.
  • Select appropriate items of heavy equipment, trucks and hand tools for accomplishment of maintenance and repairs.
  • Provide effective and safe traffic controls at job sites.
  • Inspect and record maintenance work performed on highways, safety structures, drains, ditches, bridges and shoulders.
  • Prepare and review field books and sketches for drainage structures, earthwork, grades and curbs and gutters.
  • Perform title searches to determine, plot and locate cadastral information.
  • Review, evaluate and prepare recommendations for revision of speed limit zones.
  • Design and review plans for upgrading standard traffic signal systems.
Requirements
  • Certification as a Transportation Engineering Technician by the West Virginia Transportation Engineering Technician Certification Board.
  • Successful completion of thirty (30) semester hours of study in engineering technology from a regionally accredited college or university, plus five (5) years of full-time or the equivalent part-time paid experience in a technical capacity in a civil engineering environment may be substituted for the required training/education.
  • Associate's degree from a regionally accredited college or university with a major in civil engineering technology, plus three (3) years of full-time or equivalent part-time paid experience in a technical capacity in a civil engineering environment may be substituted for the required training/education.
  • Bachelor's degree in engineering, engineering technology, or similar technical degree from an accredited college or university may be substituted for the required training/education.
