Job Summary

This position is located with the Bureau of Indian Affairs, OJS, Division of Indian Highway Safety in Albuquerque, New Mexico. The selected candidate will serve as a Program Analyst (Finance) for the Indian Highway Safety Program, providing grants management and accounting for the program and working with Tribal programs as well as other Federal Agencies.

Responsibilities
  • Identify new resources and program approaches to solve specific highway safety programs unique to the physical and psychological environment of Indian Reservations.
  • Recommend long-term strategic policies and plans for Tribal governments to establish institutionalized highway safety programs on their respective reservations.
  • Serve as liaison for the BIA Indian Highway Safety Program and Tribal law enforcement agencies in the implementation and management of individual highway safety programs.
  • Prepare and transmit vouchers and other financial documents to National Highway Traffic Safety Administration (NHSTA) in accordance with applicable guidelines.
  • Provide technical assistance and advice to the Special Agent-in-Charge and the Coordinator of the BIA Indian Highway Safety Program.
  • Provide information and guidance to Tribal law enforcement agencies on checkpoints, saturation patrols and other enforcement strategies available for participating in uniformed enforcement efforts.
  • Establish and maintain reports, listings and summaries of budgetary items and categories, including tribal highway safety project line-items.
Requirements

One (1) year of specialized experience at or equivalent to the GS-07 grade level performing the following:

  • Preparing fund reconciliation and statistical reports using an automated database.
  • Conducting periodic analysis of fiscal and budget data in monitoring program funding.
  • Skill in resolving conflict related to grant accountability and financial matters.

OR Education: Master's degree or equivalent graduate degree; or 2 full years of progressively higher-level graduate education leading to such a degree; or LL.B. or J.D., if related.

OR Combination: A combination of education and experience that meets the requirements of the position.
