PRIMARY OBJECTIVE:

Oversees the compliance, monitoring, asset management, loss mitigation, and reporting functions related to the Federal Home Loan Bank Atlanta's extensive portfolio of Community Investment Services products and initiatives, which exceeds 300 million.

KEY RESPONSIBILITIES:
  • Directs the establishment, maintenance, and execution of robust compliance management practices for the Community Investment Services portfolio, in alignment with federal regulations.
  • Implements and oversees asset management best practices to ensure the sustainability of the Community Investment Services portfolio.
  • Formulates and executes strategies for risk management and loss mitigation, ensuring thorough communication and documentation of outcomes.
  • Addresses portfolio deficiencies and manages the recovery and repayment of funds.
  • Conducts analysis, evaluation, and reporting of the Bank's portfolio exposure.
  • Develops and supervises the creation of analytics to assess portfolio trends and risk exposures, proactively identifying early indicators of portfolio deterioration. Reports findings and recommends actions to executive leadership.
  • Evaluates portfolio trends to ensure alignment with Bank policies, employing innovative strategies to maintain portfolio health.
  • Prepares information for internal audits and examinations by the Federal Housing Finance Agency.
  • Fosters a culture of integrity and commitment to the Bank's mission, vision, and values through effective internal communication among staff, management, and the board.
  • Collaborates with departmental leaders to design and deliver training and technical assistance to member institutions, sponsors, community organizations, and public officials regarding the Bank's community investment offerings, focusing on compliance and reporting standards.
  • Coordinates portfolio management activities with various departments, including Legal, Credit Services, Financial Management Operations, and IT Services, representing the department on internal committees and task forces addressing operational matters. Prepares and presents regular reports and recommendations for the Director of Community Investment Services, the Community Investment Services Committee, the Affordable Housing Advisory Council, and the board.
  • Participates in the development, implementation, and dissemination of policies and procedures for Community Investment Services portfolio management to ensure adherence to Bank policies and federal regulations.
  • Establishes, manages, communicates, and achieves defined performance metrics and standards.
KNOWLEDGE, SKILLS, AND ABILITIES:

Familiarity with affordable housing or community economic development finance compliance requirements and the operations of regulated financial institutions is preferred, but not mandatory.

Exceptional written and verbal communication skills, strong customer relations abilities, and a talent for identifying and resolving complex issues are essential.

MINIMUM QUALIFICATIONS:

A bachelor's degree coupled with 5 to 8 years of experience in residential real estate loan asset management or loan portfolio management, including a minimum of five years in a management role, or an equivalent combination of education and experience is required.

WORK LOCATION: Onsite with partial remote work options available. This position is not eligible for candidates located in California.
