About the Position

The Virginia Department of Human Resource Management is seeking a skilled Payroll HR Specialist to join our team. As a key member of our Human Resources Division, you will play a critical role in ensuring the integrity of time and absence/leave data entered by classified and wage staff into the Cardinal Human Capital Management (HCM) system.

You will serve as the first line of support and subject matter expert for the HCM Time and Leave/Absence Management processes for Employee Self Services (ESS) functions. Your responsibilities will include coordinating with division Leave Coordinators to verify eligible and ineligible absences by reviewing time submissions from supervisors, reviewing Cardinal time, attendance, and leave transactions, leave eligibility, and chartfield application for random screenings quarterly, and performing research to compare and correct time reporting codes for job data.

You will also monitor time and leave/absence management data for administrative, operational, and quality assurance purposes, collaborate with Benefits to respond to employees' questions in the areas of extended leave, Family Medical Leave Act (FMLA), Virginia Sickness and Disability (VSDP), and Workers Compensation programs for time and attendance processes, and provide guidance, instruction, and customer service to employees, supervisors, and managers regarding time entry and leave policies and processes.

Minimum Qualifications
  • Working knowledge of basic business principles and payroll processing practices; of record keeping practices; and of basic mathematics.
  • Skill in operating computers and using Microsoft Office applications to include Word, Excel, Outlook, and general office equipment.
  • Demonstrate ability to monitor, analyze and reconcile data in written and verbal form and enter data into an automated system; to identify and analyze discrepancies with Human Resource job, benefits, position data or productive/non-productive recorded hours; to track and review absence, leave, and time management; to resolve time reporting codes; to assist in developing/editing business processes, procedures, and training aids; to identify and evaluate a leave without pay/pay docking status; to recommend workable solutions for employee self-service options; to work on multiple projects/issues simultaneously; to train employees and participate with onboarding of new employees; to review and resolve task reporting, absence management and earnings and deductions exceptions; to adapt to an evolving work environment; to communicate effectively in English orally and in writing with staff, intra agency staff, agency officials and the public; and to work independently and as a member of a team.
  • This position will be allowed to volunteer for occasional travel statewide.
  • Directly related experience working in human resources, with knowledge of timekeeping practices and personnel policies and procedures.
  • Graduation from high school or equivalent.
Additional Considerations
  • Some knowledge and experience of Virginia Workers' Compensation, Family and Medical Leave, and disability programs preferred for analyzing timekeeping exceptions and coding validation.
  • Experience using Cardinal or similar automated time and leave management systems preferred.
