Key Responsibilities
The primary responsibilities of the Municipal Clerk include:
  • Serving as the Clerk for City Council meetings and public sessions.
  • Issuing various licenses and maintaining the integrity of public records, including the Municipal Code.
  • Overseeing the administration of public elections.
  • Providing essential support to the City Council and managing the recruitment and training of the City's Boards and Commissions.
There is a significant level of accountability to the citizens, City Council, and City staff. Collaboration with Larimer County and State officials is crucial for success in this position. The Municipal Clerk will actively participate in the Executive Leadership Team, contributing to the strategic planning of long-term goals and policies for the organization.

Organizational Structure
The City of Loveland operates under a Council-Manager government system, with a City Manager overseeing all personnel and daily operations. The City Council, consisting of nine members, serves as the legislative body, with eight members elected by Wards for four-year terms. The Mayor, elected by the community, leads the Council for two-year terms.

City Clerk's Office Mission
The mission of the City Clerk's Office is to serve the Mayor, City Council, City Manager, administrative departments, and the public with courtesy, efficiency, and impartiality. The department aims to enhance the administration of the City Clerk's functions in accordance with applicable laws and sound management practices, ensuring accessible local government for Loveland residents.

Office Functions
The City Clerk's Office is responsible for a variety of essential functions, including:
  • Managing City Council meetings and agendas.
  • Conducting municipal elections in partnership with Larimer County and the State.
  • Handling liquor licensing in coordination with the State.
  • Issuing various licenses such as Pawn Broker, Tree Trimmer, Games of Skill, and Mobile Vendor Licenses.
  • Maintaining the City of Loveland Municipal Code.
  • Processing Colorado Open Records Act (CORA) requests.
  • Coordinating with Board/Commission Liaisons and the City Manager for the operation of over 25 Boards and Commissions.
  • Managing city document compliance, record retrieval, and retention.
The City Clerk's Office operates with a General Fund Budget of $912,623 and consists of five full-time employees, including the City Clerk, Deputy City Clerk, three Assistant City Clerks, and one temporary administrative position.

Qualifications
Minimum Requirements:
Applicants must have at least three years of experience as a City Clerk or Assistant/Deputy City Clerk, along with two years of supervisory or management experience in municipal government. A Certified Municipal Clerk designation is required or must be obtained within six months of hire.

Preferred Qualifications:
Ideal candidates will possess a background in public administration, extensive experience in elections, and a solid understanding of municipal budgets. Experience with public records, licensing, automated agenda management, and Boards and Commissions is also preferred.

Compensation
The salary range for this position is competitive, accompanied by an excellent benefits package, including access to an employee wellness center. Residency is not a requirement for this role.
