Position Overview – The Senior Self-Sufficiency Consultant serves as an advanced professional within the Self-Sufficiency Specialist series. This role involves providing expert consultation on intricate cases and managing assignments that require handling sensitive and confidential information. Specialists are engaged in projects that necessitate a comprehensive understanding of various public assistance functions and programs, including VIEW, fraud detection, child care, and employment services. The position may focus exclusively on Employment Services or encompass a blend of Benefits and Employment Services. Independent work is conducted in accordance with established guidelines and standards. Distinction from Specialist IV – The Senior Consultant is differentiated from the Specialist IV role, which includes responsibilities such as leading teams, mentoring other specialists, and supporting supervisory functions by ensuring adequate staff coverage, reviewing cases, and providing backup supervision as necessary. Key Responsibilities (Illustrative Only) – Assess eligibility for programs, analyze data collected through interviews and investigations, verify client finances, residency, and employment resources, ensuring accuracy to prevent underpayments, overpayments, and fraud; Monitor program effectiveness and trends, compiling seasonal, quarterly, and annual reports; Engage in task forces, strategic planning, mentoring volunteers, students, and new hires, conducting training sessions, and outreach activities; Provide statistical data and information to support budget proposals; interview clients presenting questionable or fraudulent information to determine eligibility; Clarify program details and the rights and responsibilities of applicants and recipients, following up as necessary; Manage a caseload of clients receiving public assistance and employment services with complex issues; Develop employment and child care plans for clients facing significant challenges; Act as a resource for staff and the public regarding employment services, VIEW, and eligibility criteria for public assistance programs; Oversee and facilitate job readiness and job search workshops; Collaborate with employers to create job opportunities for clients and organize job fairs; Address inquiries related to policies and procedures; and Maintain accurate records, prepare reports, and submit necessary summaries and information. Required Knowledge, Skills, and Abilities: Knowledge- Extensive knowledge of applicable laws, codes, policies, and procedures relevant to public assistance, employment services, and child care programs; understanding of human behavior; financial assistance programs sufficient to determine benefits eligibility; human services programs and their interrelations; strategic planning processes; mathematics for calculating percentages, formulas, and averages; and interviewing techniques for data collection and investigation. Skills- Proficiency in operating personal computers and relevant office and agency software. Abilities- Proven ability to manage complex cases; apply public assistance, employment services, and child care program policies and regulations to make independent eligibility and employability decisions; identify clients' employment needs and develop responsive employment plans; deliver public presentations promoting agency programs; communicate effectively in writing and verbally with a diverse range of individuals, including clients, employers, and professionals; conduct interviews, gather information, reassess client situations, and make referrals; evaluate clients' ownership stakes in situations involving multiple ownership; assess clients' needs through the collection and analysis of employment history and relevant personal, family, and cultural information; utilize various automated technologies to maintain case records and access data; uphold professional ethics regarding confidentiality; exercise sound judgment, discretion, and resourcefulness in problem-solving; and establish and maintain positive working relationships with applicants, recipients, and other public and private agencies in a tactful manner, even in stressful situations. Education and Experience- Equivalent to the requirements for Self-Sufficiency Specialist II, with additional relevant work experience in benefit programs and employment services, or any equivalent combination of training and experience that provides the necessary knowledge, skills, and abilities.
