SUMMARY
The Aircraft Plans, Scheduling, and Documentation (PS&D) Program Manager is responsible for formulating policies, procedures, and guidelines that govern the planning, scheduling, and maintenance documentation of CAP's diverse aircraft fleet, which includes hot air balloons, gliders, and powered aircraft.
This role involves developing and overseeing a comprehensive fleet maintenance and scheduling program, ensuring that proactive schedules align with maintenance objectives and comply with CAP directives and Federal Aviation Administration (FAA) standards.
The PS&D Program Manager also manages the aircraft configuration management program, ensuring precise tracking and accountability of all aircraft and their components.
Additionally, this position is tasked with monitoring Airworthiness Directives (ADs), Service Bulletins (SBs), Service Instructions (SI), Service Letters (SL), Time Change Items (TCI), and other special inspections to assess applicability and completion as necessary.
The PS&D Program serves as the primary office for CAP's aircraft maintenance and management information system, ensuring data integrity, accuracy, and timeliness to guarantee that required maintenance actions are executed and properly documented.
Ultimately, the PS&D Manager coordinates with CAP aircraft maintenance personnel and manufacturers to identify maintenance trends, oversee aircraft logbooks, and develop key performance indicators (KPIs) to evaluate the effectiveness of the aircraft maintenance, scheduling, and documentation program, thereby enhancing CAP's operational capabilities.
The ideal candidate will possess:
- An associate's degree in aircraft fleet management/maintenance or a related field.
- Extensive experience in PS&D strategies with a strong grasp of aircraft planning, scheduling, configuration management, and asset management.
- Proven experience managing remote and geographically dispersed teams.
- Familiarity with Federal Grants and 2 CFR 200 is highly desirable.
- Proficiency in Microsoft Office suite is essential.
- Knowledge of Microsoft Access and PowerBI is preferred.
- General Aviation Maintenance Management experience is advantageous.
- Exceptional communication skills to convey complex ideas clearly and persuasively to diverse audiences.
- Strong analytical abilities to synthesize quantitative and qualitative data from various sources, generating actionable insights and recommendations.
- High-level interpersonal skills to collaborate effectively with individuals at all organizational levels and from various backgrounds.
