The Community Health Center Network (CHCN) is a collaborative entity comprising eight health service organizations in Alameda County, dedicated to delivering a wide array of professional healthcare services while honoring community values and traditions. As a nonprofit organization, CHCN acts as a facilitator for its member health service organizations, providing essential administrative support to the Alameda Health Consortium (AHC).
Position Title: Senior IT Systems Administrator
Department: Information Technology
Reports To: Chief Information Technology Officer
Classification: Exempt
Status: Full-Time, Hybrid
Location: Candidates must reside in California for licensing and tax purposes.
POSITION SUMMARY
This role is accountable for the technical operations and upkeep of the CHCN Data Center and its network connectivity, with a particular focus on managed care system services.
KEY RESPONSIBILITIES
The responsibilities outlined below are typical of positions within this classification. They are not intended to be exhaustive or comprehensive of all duties, tasks, and responsibilities. Employees may be assigned additional duties as needed.
Core Duties:
Systems Administration Responsibilities
Data Center and Network Systems (50%):
- Oversee the technical operations, maintenance, and troubleshooting of the Data Center, including servers, local area networks, internet connectivity, VOIP, SFTP, fax, security, and email systems. Direct vendor and consultant activities.
- Implement proactive monitoring of systems, servers, and the data center environment.
- Manage backups of network operating systems, critical applications, and data reporting systems, ensuring the security of backup data.
- Ensure security and access control for IT systems, solutions, and partnerships.
- Provide advanced troubleshooting for service desk issues related to printing, telephony, voicemail, SFTP, electronic faxing systems, and other IT systems.
Managed Care Services System (25%):
- Oversee the technical operations, maintenance, and troubleshooting of the EZ-Cap MSO Hardware/OS/DB Systems and associated Web Services.
- Assist in managing user access to the MSO System and related applications.
- Support daily electronic data interchange and nightly reporting processes.
- Facilitate data exchange procedures with providers and external clients.
Planning and Project Implementation Duties (10%):
- Research and provide recommendations for current and future data center requirements, including hardware and software, ensuring adaptability to technological advancements.
- Participate in contract negotiations for system or equipment acquisitions.
- Lead the design and execution of selected IT projects.
- Support capacity planning and evaluate scalability for IT projects and processes.
Additional Duties & Administrative Responsibilities (15%):
- Conduct basic help desk and PC/network training for individuals and groups.
- Assist with miscellaneous support tasks, including administrative projects and IT special initiatives.
- Engage regularly with the IT team to discuss system challenges, plan for future changes, and provide updates on IT developments.
- Maintain a database of IT inventory and document server upgrades, patches, and configurations.
- Stay informed on the latest trends and advancements in computer technology, networking, electronic communications, and systems analysis through research and training.
- Participate in special internal committees as required.
- Perform other duties and projects as assigned by the CTO.

MINIMUM QUALIFICATIONS
- 4-7 years of proven experience in a systems administration role.
- Strong analytical and problem-solving abilities.
- Excellent verbal and written communication skills.

- Strong organizational skills and meticulous attention to detail.
Education
- Bachelor's degree from a four-year college or university, preferably in a computer-related field; or three years of server or network administration experience; or an equivalent combination of education and experience.
Knowledge, Skills & Abilities
Knowledge of:
- Microsoft Networking Operating Systems and familiarity with Active Directory, including Windows Server and MS Exchange Server configurations.
- Basic maintenance of MS-SQL Server databases.
- Internet/Web communication protocols and related software/hardware.
- Experience with Cisco SASE and Cisco Meraki.
- Experience in a Nutanix hyperconverged environment.
- Preferable knowledge of MSO computer applications, particularly EZCAP.
- Preferable knowledge of MS Teams voice systems.
- Various hardware and software applications in a clinical setting.
- Basic management principles and techniques for effective problem-solving and planning.
Skills in:
- Quickly troubleshooting hardware and software issues.
- Basic LAN administration in Windows Server, Active Directory, and MS Exchange Server.
- Demonstrating excellent interpersonal and communication skills, both oral and written.
- Conducting independent web research and troubleshooting.
Ability to:
- Work standard hours with occasional flexibility, including evenings and weekends.
- Perform under pressure and within a team environment.
- Exercise sound judgment within the scope of authority.
- Exhibit strong interpersonal skills.
- Travel locally to the data center for installations and troubleshooting.
